Job Overview:
The Principal Transport Specialist position is a critical role within the Transport Office Division (SD1-TRA) of the Sectors Department 1 (SD1) at ADB. The successful candidate will be responsible for leading the development and implementation of policies and strategies for the transport sector in developing member countries (DMCs). This role involves ensuring compliance with ADB policies and overseeing the preparation, appraisal, and documentation of projects. The Principal Transport Specialist will manage a portfolio of complex projects, identify implementation challenges, and implement corrective actions as necessary. The position requires collaboration with various stakeholders, including government officials and other development partners, to facilitate dialogue on transport sector issues and promote regional cooperation. The role also includes mentoring junior staff and contributing to knowledge sharing within the organization.

Duties and Responsibilities:
The Principal Transport Specialist will have a diverse set of responsibilities, including: leading the development of policies and strategies for the transport sector in DMCs; conducting dialogues with government officials and stakeholders on transport issues; participating in network activities related to transport and regional cooperation; administering complex loan, grant, and technical assistance projects; monitoring project implementation and compliance with covenants; providing guidance to improve portfolio performance; leading country programming activities for the transport sector; collaborating with other development partners; ensuring quality and consistency of reports and project documents; mentoring junior staff; and performing other duties as assigned. The role requires a proactive approach to problem-solving and the ability to communicate effectively with various stakeholders.

Required Qualifications:
Candidates for the Principal Transport Specialist position must possess a Master's degree in Transport/Civil Engineering, Transport Economics, or a related field. Alternatively, a university degree combined with at least 5 years of specialized experience in similar organizations may be considered. The ideal candidate should have at least 12 years of relevant experience in the transport sector at a senior technical or management level, preferably with international organizations, governments, or consulting firms. Experience in preparing technical reports and proposals, as well as technical expertise in sustainable transport project planning and operation, is essential. Strong written and verbal proficiency in English is required, along with experience in leading teams and developing junior staff.

Educational Background:
The educational background required for this position includes a Master's degree in Transport/Civil Engineering, Transport Economics, or other related fields. Candidates with a university degree and significant relevant experience may also be considered. The educational qualifications should align with the technical demands of the role, ensuring that the candidate has a solid foundation in transport-related disciplines.

Experience:
The position requires a minimum of 12 years of relevant experience in the transport sector, particularly at a senior technical or management level. Candidates should have a proven track record of working with international organizations, governments, or consulting firms, and should possess experience in managing complex projects across multiple countries. The ability to prepare technical reports and proposals under tight deadlines is crucial, as is experience in leading teams and mentoring junior staff.

Languages:
Proficiency in English is mandatory for this position, both written and verbal. This is essential for effective communication with stakeholders and for the preparation of technical reports. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if it enhances communication with stakeholders in specific DMCs.

Additional Notes:
This position is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 additional years or conversion to a regular appointment, depending on ADB's needs and the candidate's performance. The role is full-time and requires relocation to Manila, Philippines, with all reasonable relocation expenses covered.
