Job Overview: The Associate Project Officer position is situated within the Public Sector Management and Governance Sector Office (SD3-PSMG) of the Sectors Department 3 (SD3) at ADB's headquarters in Manila, Philippines. The role is pivotal in providing support for technical inputs and analyses related to the identification, design, processing, administration, and evaluation of loan and technical assistance (TA) projects, as well as non-lending products and services (NLPS) aimed at enhancing public finance sector policies and strategies. The Associate Project Officer will ensure compliance with ADB's operational policies and procedures, contributing to portfolio performance, multi-sectoral research, and the development of quality knowledge products. The position also involves mentoring support staff and ensuring that all project-related documentation is accurate and timely. The successful candidate will play a crucial role in supporting the division's objectives and enhancing the effectiveness of public management issues in the regional developing member countries (DMCs).
Duties and Responsibilities: The Associate Project Officer will be responsible for a variety of tasks including: supporting the processing of assigned programs and projects, technical assistance (TAs), and knowledge product development; reviewing and providing input to Project Administration Memorandums (PAMs) and Financial Administration Memorandums (FAMs) while ensuring compliance with procedures; ensuring timely posting of project-related documents on the ADB website; analyzing and consolidating reports on ongoing projects and TAs; providing administrative support for assigned projects and TAs; ensuring timely production and submission of Project Completion Reports (PCRs) and TA Completion Reports (TCRs); guiding support staff in managing complex administrative tasks; contributing to the development of strategic frameworks for technical sectors; reviewing sector assessments and providing comments; assisting in the coordination of knowledge events; participating in various missions as assigned; and performing other tasks as outlined in the workplan.
Required Qualifications: Candidates for the Associate Project Officer position must possess a Bachelor's degree in Economics or a related field, with a preference for those who have undergone advanced training. A minimum of 6 years of relevant professional experience is required, along with excellent written and verbal communication skills in English. Candidates should demonstrate advanced skills in coordinating and collaborating with teams of professionals in areas such as public management, financial sector, and trade. Familiarity with ADB's Competency Framework for TL4 positions is also necessary.
Educational Background: The educational requirement for the Associate Project Officer position includes a Bachelor's degree in Economics or a closely related field. Experience: The position requires at least 6 years of relevant professional experience.
