Job Overview: The director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of the Policy, Programme and Intergovernmental Division (PPID) at UN Women plays a crucial role in providing strategic leadership and oversight for the planning and implementation of the Division's strategy, ensuring alignment with UN Women's Strategic Plan results. This position involves coordinating and monitoring the delivery of development results at a global level, ensuring accountability and learning within the organization. The Deputy Director is responsible for leading the engagement of PPID in corporate governance mechanisms and initiatives, overseeing the day-to-day executive management of the Division, and ensuring compliance with corporate policies and procedures. The role requires close collaboration with various divisions and regional offices, as well as supervising a team of staff within the PPID Directorate. The Deputy Director is expected to represent the Director in high-level forums and contribute to advancing UN Women's strategic policy and programmatic priorities.
Duties and Responsibilities:
Provide strategic leadership for the formulation, implementation, and periodic review of the Division’s Strategic Note, ensuring alignment with UN Women’s Strategic Plan and corporate commitments.
Oversee the coherence, integration, quality, and strategic relevance of PPID’s policy, programme, and intergovernmental work.
Ensure strategic interconnection between PPID Directorate and Regional Office leadership, especially for crisis response.
Represent the Director in high-level intergovernmental and external forums.
Lead the coordination, monitoring, and consolidation of Strategic Plan development results.
Establish global mechanisms for tracking and analyzing Strategic Plan results.
Provide strategic oversight to global Outcome and Impact Leads. 1
Establish institutional standards for knowledge management related to development results. 1
Act on behalf of the Director for day-to-day management of PPID. 1
Lead PPID’s engagement in corporate governance and organization-wide initiatives. 1
Provide leadership for Directorate work planning, resources, and personnel management. 1
Perform other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications:
Master’s degree or equivalent in international development, public administration, public policy, or other relevant social science fields is required.
A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.
At least 15 years of extensive experience in programme management and/or policy development is required.
At least 10 years of hands-on experience in design, monitoring, and evaluation of development strategies or programmes related to gender equality and women’s empowerment, preferably with multilateral agencies.
Strong experience in driving Change Management processes within large, complex development organizations is required.
Experience in developing strategy and implementation plans is required.
Experience in Results Based Management is required.
Experience in knowledge generation and management, research, normative support, and integrated policy advice to governments and other development actors is a strong asset.
Educational Background: The educational background required for this position includes a Master’s degree or equivalent in fields such as international development, public administration, public policy, or other relevant social science disciplines. A first-level university degree may be accepted in lieu of the advanced degree if accompanied by additional qualifying experience. A project or programme management certification, such as PMP®, PRINCE2®, or MSP®, is considered an added advantage, indicating a strong foundation in project management principles and practices.
Experience: The position requires at least 15 years of extensive experience in programme management and/or policy development, with a strong emphasis on gender equality and women's empowerment. Candidates should have at least 10 years of hands-on experience in designing, monitoring, and evaluating development strategies or programmes, particularly in collaboration with multilateral agencies. Additionally, experience in leading and managing personnel in international settings is essential, along with a proven track record in change management and transformation initiatives within large international institutions. Familiarity with developing strategy and implementation plans, as well as experience in Results Based Management, is also required.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and would enhance the candidate's profile, particularly in a multilingual work environment where communication with diverse stakeholders is essential.
Additional Notes: The position is expected to be full-time and may involve international recruitment. The Deputy Director will lead a team of 9, including 5 direct reports, and will be responsible for ensuring effective performance management and staff development.
