Job Overview:
The National UN Volunteer position is situated within the Regional Programmes Division, specifically under the Cities Investment Facility Programme, which is linked to the Morocco and Tunisia Country Office. This role is pivotal in facilitating the Cities Investment Facility's mission to unlock investment in urban infrastructure projects, particularly in low- and middle-income markets that face challenges in project preparation and bankability. The volunteer will engage with various stakeholders, including government entities and private sector partners, to promote and support sustainable urban development initiatives. The position requires a proactive approach to identifying and pursuing new project opportunities, ensuring compliance with national regulations, and fostering strong relationships with key stakeholders. The volunteer will also contribute to the development of technical proposals and support project management activities, all aimed at enhancing urban infrastructure and sustainability in Morocco and Tunisia.

Duties and Responsibilities:
The duties and responsibilities of the National UN Volunteer include acting as the primary liaison with Moroccan government entities, particularly the Ministry of Interior and the Ministry of Energy Transition, to ensure effective communication and collaboration on urban infrastructure projects. The volunteer will also liaise with the Tunisia Country Office and relevant ministries to support project sourcing and validation efforts. Key responsibilities include monitoring and ensuring compliance with national waste management strategies and environmental regulations, identifying and evaluating new waste-to-energy project opportunities, and leading the due diligence process for local partnerships. The volunteer will be responsible for developing and executing market entry strategies, cultivating relationships with public and private sector stakeholders, and representing UN-Habitat at industry conferences and regulatory dialogues. Additionally, the volunteer will coordinate with technical teams to tailor proposals to local waste characteristics, support municipalities in project conceptualization, and assist in the preparation of necessary materials for program engagements. Other tasks may include conducting research, organizing meetings, and supporting the overall project pipeline management.

Required Qualifications:
Candidates for the National UN Volunteer position should possess strong communication and interpersonal skills, with the ability to build and maintain relationships with diverse stakeholders. A solid understanding of urban development, waste management, and environmental regulations is essential. The ideal candidate should demonstrate adaptability, flexibility, and a commitment to the values of the United Nations. Candidates should demonstrate a proven track record of successfully managing projects and engaging with stakeholders at various levels.

Languages:
Fluency in both Arabic and French is mandatory for this position, as these are the primary languages used in Morocco and Tunisia. Proficiency in English is also highly desirable, as it facilitates communication with international partners and stakeholders. Additional language skills may be considered an advantage, particularly in enhancing stakeholder engagement and project outreach.

Additional Notes:
This is a national UN Volunteer assignment based in Rabat, Morocco. The contract duration is subject to availability of funding and operational necessity, with the possibility of extensions based on satisfactory performance. National UN Volunteers are responsible for arranging their own housing and living essentials. The position offers a Volunteer Living Allowance (VLA) of MAD 18,450.83 per month, along with comprehensive insurance coverage for health, life, and malicious acts. Volunteers will also receive a pre-assignment entry lump sum and relocation costs if applicable. The role is expected to be culturally sensitive, and volunteers are encouraged to adapt to the local culture and traditions.
