Job Overview:
The position of Consultant for Address Register Development involves working on a critical project aimed at enhancing the statistical infrastructure in Jamaica through the development of a national address system (NAS). The consultant will be responsible for producing a series of outputs that include a concept note, assessment report, draft conceptual and technical model, and a final report that summarizes the findings and recommendations for full-scale implementation. The consultant will engage with various stakeholders, including the Statistical Institute of Jamaica (STATIN) and other national and international partners, to ensure effective communication and collaboration throughout the consultancy. The role requires a deep understanding of data governance, statistical systems, and the specific challenges faced by SIDS in data collection and analysis. The consultant will also be expected to maintain a home-based work environment while participating in virtual meetings and discussions.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities that include:
  • Developing a concept note that outlines the methodology and draft workplan for the project, incorporating inputs from STATIN and DESA.
  • Conducting an assessment of existing data sources and systems, identifying current infrastructure gaps, and summarizing international models relevant to the project.
  • Creating a draft conceptual and technical model for the address register, which includes the address data model, standardization rules, data integration and matching options, and proposed governance mechanisms.
  • Developing an operational proof of concept (PoC) for testing in selected geographical areas.
  • Compiling a final report that includes conclusions from the pilot study, recommendations for full-scale implementation, governance structures, data-sharing agreements, and cost estimates for scaling the project nationally.
  • Engaging with stakeholders through phone and web conference meetings to ensure alignment and collaboration.
  • Maintaining effective communication with STATIN and other partners throughout the consultancy period.

Required Qualifications:
The position requires advanced qualifications, including an advanced university degree (master’s degree or equivalent) in statistics, geographic information systems, or a related field. Alternatively, a bachelor’s degree combined with nine years of relevant experience may be accepted. The consultant must have a minimum of seven years of progressively responsible experience in areas such as address registers, population registers, sampling frame development, record linkage, and data integration. Experience working with national statistical offices or governments is essential, along with excellent communication, presentation, analytical, and interpersonal skills. Preferred qualifications include experience in developing or implementing address registers for sampling purposes and conducting feasibility studies. Knowledge of the Sustainable Development Goals and national efforts to implement them is also desirable.

Educational Background:
The educational background required for this position includes an advanced university degree (master’s degree or equivalent) in a relevant field such as statistics, geographic information systems, or a related discipline. Candidates with a bachelor’s degree may be considered if they possess extensive experience in the relevant areas, specifically nine years of professional experience in lieu of an advanced degree. This educational foundation is crucial for understanding the complexities of data systems and statistical methodologies necessary for the role.

Experience:
The consultant is expected to have a significant level of experience, specifically a minimum of seven years in progressively responsible roles related to address registers, population registers, and sampling frame development. This experience should include work with national statistical offices or government entities, demonstrating a strong understanding of the operational and technical aspects of statistical data collection and analysis. Experience in developing or implementing address registers for sampling purposes is preferred, as is a background in conducting feasibility studies that inform project development and implementation.

Languages:
Fluency in oral and written English is mandatory for this position, as effective communication is essential for collaboration with stakeholders and the production of reports. Knowledge of another official UN language is considered an advantage, as it may facilitate communication with a broader range of international partners and stakeholders involved in the project.
