Job Overview:
The Clinical Officer position is crucial for achieving medical objectives aimed at reducing morbidity and mortality rates among refugee populations in Maban County, South Sudan. The role involves providing emergency healthcare services, which includes diagnosing and treating illnesses according to the guidelines set by the South Sudan Ministry of Health and the Integrated Emergency Community Health Care (IECHC) framework. The Clinical Officer will also be responsible for prescribing medications, educating patients on proper usage, prevention methods, nutrition, and hygiene. Additionally, the officer will compile necessary reports for the Ministry of Health and UNHCR, ensuring that all healthcare services meet the highest quality standards despite the challenging context of South Sudan. The position requires active participation in external representation, including meetings with NGO partners and local authorities, and ensuring compliance with mandatory reporting policies regarding sexual abuse and exploitation.

Duties and Responsibilities:
The Clinical Officer will have a diverse set of responsibilities, including:
  • Providing consultations for diagnosis and treatment of illnesses based on established guidelines.
  • Prescribing medications and instructing patients on their correct usage.
  • Educating patients on illness prevention, proper nutrition, and hygiene practices.
  • Compiling and submitting weekly and monthly reports to the Ministry of Health and UNHCR.
  • Ensuring the highest quality of healthcare programming in line with the Ministry of Health and IECHC guidelines.
  • Upholding internal values and ethical standards at all times.
  • Representing the organization in relevant meetings and collaborating with local authorities and partners.
  • Assisting clinic staff with daily stock requests and ensuring adequate supplies are available.
  • Reporting any violations of the RI Sexual Abuse and Exploitation Code of Conduct. 1
  • Participating in activities aimed at preventing sexual abuse and exploitation of beneficiaries.

Required Qualifications:
Applicants must possess a diploma in clinical medicine from a recognized training institution. They should have at least two years of working experience, preferably in resource-limited and hostile environments. Previous experience in an international non-governmental organization (INGO) setting is advantageous. Candidates must demonstrate excellent interpersonal communication skills, accurate record-keeping, and reporting abilities. They should be capable of managing multiple tasks in challenging situations while meeting deadlines. Proficiency in English and Arabic, both spoken and written, is essential. Candidates must also be computer literate, particularly in Excel and Word, and have experience working in refugee settings in South Sudan.

Educational Background:
The position requires a diploma in clinical medicine from a recognized institution. This educational background is essential for ensuring that the Clinical Officer has the necessary medical knowledge and skills to provide effective healthcare services to the refugee populations.

Experience:
Candidates should have a minimum of two years of relevant working experience, ideally in challenging environments such as refugee settings or resource-limited areas. Experience in an INGO context is considered a significant advantage, as it indicates familiarity with the operational standards and practices of humanitarian organizations.

Languages:
Proficiency in English and Arabic is mandatory for this position. Candidates must be able to communicate effectively in both languages, as this is crucial for patient interactions and reporting. Additional language skills may be considered beneficial but are not required.
