Job Overview:
The Senior Advisor will play a crucial role in developing and implementing a work programme for Mongolia, focusing on civil registration and vital statistics (CRVS) systems. This position requires collaboration with ESCAP staff, the country team, and national consultants to ensure the timely execution of the project. The advisor will provide training on the updated CRVS Systems Improvement Framework, facilitate capacity-building workshops, and develop key performance indicators to assess the effectiveness of the CRVS systems. The role emphasizes the importance of high-quality data systems for evidence-based policymaking and social protection, aligning with Mongolia's national digital transformation strategies. The advisor will also be responsible for submitting monthly progress reports to track the project's advancement against established work programmes.

Duties and Responsibilities:
The Senior Advisor will undertake a variety of duties, including: 1) Providing training on the CRVS Systems Improvement Framework to the country team and national consultants, ensuring that all training materials are updated and relevant. 2) Facilitating in-country capacity-building workshops in collaboration with ESCAP and national consultants to enhance the skills and knowledge of local stakeholders. 3) Developing and validating process descriptions and process maps that outline the current state of CRVS systems in Mongolia. 4) Establishing key performance indicators, including baseline and target data, to measure the success of the CRVS systems. 5) Identifying potential root causes of data inconsistencies and operational inefficiencies within the registration and statistical production processes. 6) Redesigning process maps to improve the functionality and efficiency of CRVS systems. 7) Preparing and validating a comprehensive final report that includes results and recommendations from the project, ensuring that all stakeholders are informed of the findings and proposed improvements. 8) Submitting monthly progress reports that assess the project's progress and outline the work completed against the work programme.

Required Qualifications:
Candidates must possess a degree from a recognized university in demography, statistics, public health, policy analysis, or related fields. Additionally, a minimum of 7 years of work experience in civil registration and vital statistics (CRVS) is required, particularly in supporting countries to strengthen their CRVS systems. Recognized expertise in civil registration and vital statistics, especially within the Asia-Pacific region, is essential. Familiarity with the CRVS Systems Improvement Framework and experience in providing technical advice to countries on business process improvement are also critical qualifications for this role.

Educational Background:
The educational background required for this position includes a degree from a recognized university in relevant fields such as demography, statistics, public health, or policy analysis. This educational foundation is crucial for understanding the complexities of civil registration and vital statistics systems and for effectively contributing to the improvement of these systems in Mongolia.

Experience:
The position requires a minimum of 7 years of relevant work experience, specifically in the area of civil registration and vital statistics.
