Job Overview:
The Human Resources Officer position is critical for supporting the WHO Country Office in managing human resources effectively. The role involves overseeing HR operations, ensuring compliance with HR policies, and providing guidance on HR matters. The officer will be responsible for workforce planning, recruitment, and staff development, ensuring that the HR unit operates transparently and efficiently. The position requires a proactive approach to managing HR functions and fostering a collaborative work environment. The officer will also play a key role in implementing WHO's ERP system and performance appraisal processes, contributing to the overall effectiveness of the organization's human resources management.

Duties and Responsibilities:
  • Support the WHO Country Office in human resources and workforce planning, managing the HR unit to ensure efficient operations.
  • Provide advice on HR policies, regulations, and staff entitlements based on contractual status.
  • Oversee recruitment and outreach for staff and affiliates.
  • Serve as the focal point for the implementation and monitoring of WHO’s ERP system related to HR components.
  • Ensure compliance with the performance appraisal system across the office.
  • Conduct training and orientation programs on HR operations.
  • Counsel staff on talent development opportunities.
  • Provide HR inputs in the program and budget development process.
  • Act as a liaison between management and staff representatives. 1
  • Participate in salary and cost of living surveys, providing feedback to regional and headquarters counterparts. 1
  • Organize capacity-building initiatives related to international HR standards. 1
  • Perform other related duties as assigned.

Required Qualifications:
Essential qualifications include a first university degree in human resources management, business or public administration, law, social science, or a related field from an accredited institution. Desirable qualifications include an advanced university degree in human resources, business, public administration, or a related field. Candidates must demonstrate a strong understanding of HR policies and practices, with the ability to apply them effectively in a country office setting. Good drafting and communication skills are essential, along with a commitment to gender equality and teamwork.

Educational Background:
Candidates must possess at least a first university degree in a relevant field such as human resources management, business administration, law, or social sciences from an accredited institution. An advanced degree in a related field is desirable and may enhance a candidate's competitiveness for the position.

Experience:
Candidates should have a minimum of five years of progressively responsible professional experience in human resources management and administration. Essential experience includes operational application of HR policies, talent acquisition, recruitment processes, and administration of staff benefits. Experience within the United Nations Common System or similar international organizations is crucial, along with supervisory experience. Desirable experience includes working in a country office or field-based environment, particularly in humanitarian contexts or health outbreak responses.

Languages:
Excellent knowledge of English is mandatory. Knowledge of French or Arabic is considered an asset, enhancing communication capabilities within diverse teams and regions.

This position may be used to fill multiple roles across Somalia, Sudan, and Afghanistan. Candidates who have been separated due to the 2025 Prioritization and Realignment Process will receive special consideration.
