Job Overview:
The position of National Consultant to Develop Business Model for Sustainability of Violence Against Women and Girls (VAW/G) Case Management for Social Service Workforce is crucial in addressing the significant human rights and public health issue of VAW/G in Indonesia. The consultant will work closely with UNFPA and the Ministry of Women’s Empowerment and Child Protection (MoWECP) to develop a comprehensive business model that ensures the sustainability of VAW/G case management services. This role involves conducting consultations with key stakeholders, analyzing existing frameworks, and proposing strategies that will enhance the capacity of social workers and case managers in providing survivor-centered services. The consultant will also be responsible for creating presentation materials and summarizing findings to be shared with UNFPA and relevant ministries. The work is expected to be home-based, with a focus on delivering high-quality outputs within specified deadlines.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Conducting initial consultations with UNFPA to outline the report's structure and methodology.
  • Engaging in online consultations with stakeholders such as social service workforce members, training and certification service providers, and UPTD-PPA officials to gather insights and data.
  • Developing a detailed analysis-based Business Model for the sustainability of VAW/G Case Management for Social Service Workforce, focusing on two main sustainability streams: ensuring the availability and accessibility of VAW/G case manager competency certification and creating an enabling environment for certified case managers at the subnational level.
  • Preparing presentation materials that summarize the findings and recommendations of the report and presenting these materials to UNFPA, MoWECP, and MoSA.
  • Delivering a draft report by May 31, 2026, and a final report by July 31, 2026, which includes comprehensive analysis and recommendations for sustaining VAW/G case management services.

Required Qualifications:
Candidates must possess a Master’s Degree in Social Welfare Science, Community Development, Psychology, or a related discipline. Additionally, they should have at least 2 years of professional experience in gender issues and social work, with a minimum of 3 years of experience working with the Ministry of Women’s Empowerment and Child Protection (MoWECP), the Ministry of Social Affairs (MOSA), or equivalent local government offices. Demonstrated experience in advocating for policy improvements related to preventing violence against women and strengthening GBV case management is essential. Furthermore, candidates should have a proven track record in developing sustainability strategies, business models, financing frameworks, or institutionalization plans for social or development programs. Strong communication and report-writing skills are also required, along with the ability to work independently and deliver high-quality outputs within deadlines.

Educational Background:
The educational background required for this position includes a Master’s Degree in relevant fields such as Social Welfare Science, Community Development, Psychology, or other related disciplines. This advanced degree is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to address the complexities of gender-based violence and social work effectively.

Experience:
The position requires candidates to have a minimum of 2 years of professional experience specifically in gender issues and social work. Additionally, candidates should have at least 3 years of experience working with governmental organizations such as the Ministry of Women’s Empowerment and Child Protection (MoWECP) or the Ministry of Social Affairs (MOSA). This experience should include a demonstrated ability to advocate for policy changes and improvements in services aimed at preventing violence against women, as well as strengthening case management practices related to gender-based violence.

Languages:
Fluency in both English and Bahasa Indonesia is mandatory for this position. Proficiency in these languages is crucial for effective communication with stakeholders, conducting consultations, and preparing reports and presentations. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This consultancy position is home-based and is expected to last from April to July 2026, with a total of 55 working days allocated over this period. The consultant will be compensated on a deliverable basis, with specific deadlines for the draft and final reports. There will be no travel required for this position, and the consultant will be monitored and supported by the Gender Programme Specialist and Project Management Analyst GBV from UNFPA.
