Job Overview:
The EUCI security" style="border-bottom: 1px dotted #007bff !important;">Security Officer position is a full-time role based at the EIB's headquarters in Luxembourg, specifically within the Chief Financial Controller Directorate, Corporate Real Estate Department, and Corporate Security and Safety Division. The officer will be responsible for the operational management of security and safety, particularly concerning EU Classified Information (EUCI). This includes overseeing the management and control of an EUCI Registry and ensuring that personnel security clearances are maintained. The role requires a proactive approach to security operations, including the implementation of security rules and procedures, and may involve working outside regular hours during incidents or crises. The successful candidate will work closely with national security authorities and other EU institutions to ensure compliance and effective security management.

Duties and Responsibilities:
The duties of the EUCI Security Officer include implementing security rules and procedures for personnel security, managing the end-to-end process for personnel security clearances, maintaining records of security clearances, and liaising with national security authorities. The officer will also be responsible for managing the EUCI Registry, ensuring that classified documents are stored and handled according to established rules, and conducting regular inventories of classified materials. Additionally, the officer will perform general security management duties, develop corporate security services, attend briefings, and represent the Security & Safety HQ Unit in meetings. The role may evolve based on the EIB's structure and activities, requiring flexibility and adaptability in responsibilities.

Required Qualifications:
Candidates must possess a university degree equivalent to a Bachelor's degree, preferably in security risk management or a related field. Certifications in risk analysis or physical security are advantageous. A strong preference is given to candidates with valid National Security Clearance. Additionally, candidates should have at least 5 years of relevant professional experience in protection within public or private sectors or international organizations, and at least 2 years of experience managing classified information registries. Experience in conducting risk assessments and developing protection alerts is also beneficial. Candidates should demonstrate hands-on experience in corporate security management and possess knowledge of security measures for classified information.

Educational Background:
The educational background required for this position includes a university degree, which should be at least equivalent to a Bachelor's degree. The degree should preferably be in a field related to security risk management, which provides the necessary theoretical and practical knowledge for the role. Additional certifications in relevant areas such as risk analysis or physical security would be considered a plus, enhancing the candidate's qualifications for the position.

Experience:
The position requires a minimum of 5 years of relevant professional experience in security protection, which can be gained through work in public sectors such as police or military, private sectors, or international organizations. Furthermore, candidates should have at least 2 years of experience specifically in the management of classified information registries, ideally within an international context such as the EU or NATO. Experience in conducting risk assessments and managing security incidents is also highly valued, as is familiarity with personnel and industrial security practices.

Languages:
Proficiency in English is mandatory, and a good command of French is also required, as both languages are official working languages of the EIB. Knowledge of other EU languages is considered an advantage, as it can enhance communication within the diverse environment of the EIB. Candidates must demonstrate proficiency at level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).
