Job Overview:
The Administration/Finance/HR Delegate will play a crucial role in managing the administrative, financial, and human resources aspects of the French Red Cross delegation in Ukraine. This position involves setting up and overseeing the administration, finance, and HR departments, ensuring compliance with local legislation and organizational procedures. The delegate will be responsible for managing financial resources, including accounting, cash flow, budgets, and financial reporting. Additionally, the delegate will implement a consistent HR policy and manage the administrative and financial aspects of various projects. The role requires collaboration with internal and external stakeholders, including the Ukrainian Red Cross and other humanitarian actors, to ensure effective coordination and support for ongoing initiatives. The delegate will also provide capacity-building support to the Ukrainian Red Cross in finance, administration, and HR matters, contributing to the overall effectiveness of the humanitarian response.

Duties and Responsibilities:
  • Set up and manage the administration, finance, and HR departments of the French Red Cross delegation.
  • Ensure compliance with local legislation and organizational procedures in financial management.
  • Oversee the management of financial resources, including accounting, cash flow, budgets, and financial reports.
  • Implement and follow up on a consistent HR policy across the delegation.
  • Manage the administrative and financial implementation of projects, ensuring alignment with organizational goals.
  • Prepare intervention projects and financial reports for stakeholders.
  • Ensure consistency in administrative, financial, and HR management throughout missions.
  • Provide capacity-building support to the Ukrainian Red Cross in finance, administration, and HR-related matters.
  • Represent the French Red Cross in finance, administrative, and HR platforms and meetings. 1
  • Coordinate with RCRC Movement counterparts and other humanitarian actors to enhance collaboration and response efforts.

Required Qualifications:
Candidates must possess a Bachelor’s degree in Business Administration or Finance. A minimum of 3 to 5 years of demonstrable relevant experience in a similar position is required. Candidates should have experience in presenting reports, managing contracts with major donors, and familiarity with the Ukrainian context is considered a strong asset. Previous experience in facilitating staff training and on-the-job coaching is mandatory. Knowledge of accounting principles, financial systems, budget/cash-flow monitoring, and internal accounting controls is essential. Candidates must demonstrate the ability to communicate effectively with key stakeholders, especially national partners, and adapt to a dynamic environment to achieve objectives.

Educational Background:
The position requires a Bachelor’s degree in Business Administration or Finance. This educational background provides the necessary foundation for understanding financial management, administrative processes, and human resource management, which are critical for the role.

Experience:
The candidate should have a minimum of 3 to 5 years of relevant experience in a similar position. This experience should include managing financial resources, preparing reports, and working in a humanitarian context, particularly in Ukraine. Familiarity with the local context and previous experience with major donors and contract management will be advantageous.

Languages:
Excellent command of English, both spoken and written, is required for this position. Proficiency in Ukrainian and/or Russian is considered a strong asset, as it will facilitate communication with local partners and stakeholders. Knowledge of French would also be beneficial, enhancing the delegate's ability to engage with various partners within the Red Cross Movement.

Additional Notes:
The position is classified as expatriate status and is offered on a fixed-term contract under French law. The salary will be determined based on the classification of the position on the CRF grid and the candidate's experience. A daily per diem will be provided, varying according to the country. Employees are entitled to a minimum of 10 to 15 days of leave every six months, with airfare for home travel covered at 100% by the French Red Cross. Health coverage includes CFE and Mutuelle MSH, with 100% coverage for the employee and 75% coverage by the French Red Cross. MedEvac/repatriation insurance is included, along with provident insurance for death and disability.
