Job Overview: The position of Gestor de Programas – Protección Social y Alimentación Escolar at WFP El Salvador involves providing technical assistance to the National School Feeding and Health Program (PASE). The role is crucial in supporting the government to develop an innovative and sustainable school feeding model that can be scaled nationally. The consultant will be responsible for designing, planning, and implementing a pilot school feeding program aimed at enhancing security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition for children and adolescents while building institutional capacities for program sustainability. The position requires collaboration with various stakeholders, including educational and health ministries, to ensure the program aligns with national priorities and WFP's strategic guidelines. The consultant will also facilitate the integration of digital tools for program management and monitoring, ensuring transparency and efficient information use, and will generate evidence and insights to inform decision-making regarding program expansion.
Duties and Responsibilities: The primary responsibilities of the Gestor de Programas include:
Providing specialized knowledge and contributing to the design of the school feeding pilot in coordination with national institutions, ensuring alignment with PASE priorities and WFP strategies.
Supporting the operational implementation of the pilot in selected schools, defining logistical processes, monitoring mechanisms, and training strategies for school staff to meet established goals while adhering to WFP policies.
Facilitating the integration of digital tools for managing and monitoring the pilot, promoting transparency and efficient information use.
Generating evidence and learnings to compare results and provide technical inputs for decision-making on program scaling.
Coordinating with key stakeholders (Ministry of Education, Ministry of Health, municipalities, and strategic partners) to ensure inter-institutional collaboration.
Preparing complex reports and substantial data analyses, making recommendations to supervisors while ensuring that quantifiable results meet institutional quality standards.
Maintaining contact with internal counterparts on various complex issues to enable effective collaboration, execution, and monitoring of ongoing project activities.
Supporting capacity-building activities for WFP staff, cooperating partners, and the national government.
Required Qualifications: The position requires a university degree in International Relations, Economics, Nutrition/Health, Environmental Sciences, Social Sciences, or related fields. Candidates must possess over 5 years of work experience in the public or private sector managing programs/projects, with a minimum of 2 years in a relevant role. Proficiency in basic Microsoft Office tools (Word, PowerPoint, Excel) and SAP is essential. Candidates should demonstrate excellent organizational, communication, and teamwork skills, with the ability to work under pressure, independently, and with attention to detail. Strong interpersonal skills and assertive communication abilities are also required, along with the capacity to establish and maintain effective working relationships and partnerships.
Educational Background: Candidates must hold a university degree in a relevant field such as International Relations, Economics, Nutrition/Health, Environmental Sciences, or Social Sciences. This educational background is crucial for understanding the complexities of program management and the specific needs of the populations served by WFP.
Experience: Candidates should have a minimum of 5 years of professional experience in program or project management within the public or private sectors. Languages: Fluency in Spanish and English is mandatory, with proficiency in reading and writing. This bilingual requirement is essential for effective communication and collaboration with diverse stakeholders and for the preparation of reports and documentation in both languages.
