Job Overview: The Risk and Compliance Manager plays a critical role within the Country Office (CO) by leading efforts to effectively manage risks and promote a culture of risk management. This position is responsible for ensuring compliance with regulations and standards, particularly in high-risk areas, and addressing any issues related to the CO's work on Protection from Sexual Exploitation and Abuse (PSEA), Data Protection Regulations (DPR), legal matters, the Code of Conduct, and complaints management. The Risk and Compliance Manager will support the Country Management Group (CMG) and the director" style="border-bottom: 1px dotted #007bff !important;">Country Director (CD) in identifying, assessing, and controlling risks in the CO's operations, conducting regular compliance checks, and reporting on compliance issues. This role also involves advising and supporting in-country function leaders in implementing compliance improvement measures and ensuring that Standard Operating Procedures (SOPs) align with organizational policies and regulations. The position requires a proactive approach to risk management and compliance, with a focus on capacity building and collaboration with local partners.
Duties and Responsibilities: The Risk and Compliance Manager will have a range of responsibilities, including:
Supporting the CMG and CD in identifying, assessing, and controlling risks in CO operations.
Conducting regular compliance checks on high-risk areas and reporting findings to the CMG and CD.
Maintaining and managing the CO Risk Register, Waiver Register, Recommendations Tracker, and SOPs Register.
Advising in-country function leaders on compliance improvement measures and ensuring alignment of SOPs with organizational policies.
Establishing mechanisms for reporting and responding to complaints regarding staff behavior.
Providing training and support to CO staff on risk management, compliance, and related topics.
Contributing to the development of NRC's Risk Management framework by documenting lessons learned and best practices.
Reviewing and advising on risk assessments and eligibility screenings of high-risk partners.
Collaborating with program teams to identify compliance issues and develop corrective action plans. 1

Required Qualifications: Candidates for the Risk and Compliance Manager position should possess the following qualifications:
A minimum of 5 years of proven experience in a senior management role within multi-support functions (Finance, Logistics, HR, or Programs) in the humanitarian sector.
Demonstrated experience in risk management, partner risk assessments, and auditing.
Documented results related to the responsibilities of the position.
Knowledge of the international regulatory context applicable to International Non-Governmental Organizations (INGOs).
Familiarity with safeguarding, accountability to affected populations, and Code of Conduct matters.
Strong leadership skills and the ability to work collaboratively with diverse teams.
Fluency in English, both written and verbal, is essential.
A valid driver's license is required.
Educational Background: The educational background required for the Risk and Compliance Manager position includes a relevant degree in fields such as Business Administration, Law, International Relations, or a related discipline. Advanced degrees or certifications in risk management, compliance, or related areas will be considered an asset.
Experience: The position requires a minimum of 5 years of relevant experience in a senior management role within the humanitarian sector, with a focus on risk management and compliance. Candidates should have a proven track record of managing risks and ensuring compliance in complex operational environments, particularly in high-risk areas.
Languages: Fluency in English is mandatory for this position, both written and verbal. Knowledge of local languages spoken in South Sudan is considered an asset, as it may facilitate communication with local partners and stakeholders.
Additional Notes: This position is based in Juba, South Sudan, and is offered as a national contract for a duration of 12 months. The role involves approximately 50% travel within the country. The salary and benefits are aligned with NRC's national salary scale, specifically at grade
