Job Overview:
The position of Technical Advisor - Early Recovery Livelihoods is crucial for the Country Program (CP) in the Philippines, focusing on providing technical advice and support for design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation in the area of Livelihoods in Early Recovery. The advisor will work in alignment with CRS program quality principles and standards, donor guidelines, and industry best practices. The role is designed to enhance the effectiveness, adaptability, and innovation of CRS’ Early Recovery programming globally. The advisor will be responsible for ensuring high-quality programming delivery to the poor and vulnerable, contributing to the overall mission of CRS. This position requires a proactive approach to problem-solving and the ability to engage with various stakeholders, including partners, donors, and government entities, to foster collaboration and effective program implementation.

Duties and Responsibilities:
The Technical Advisor will support the development and implementation of agency-wide strategies, standards, tools, and best practices in Early Recovery Livelihoods. Key responsibilities include:
  • Developing and implementing strategies that effectively engage partners, donors, and governments.
  • Ensuring a cross-sectoral approach that integrates gender, protection mainstreaming, and disaster risk reduction.
  • Providing technical solutions to CP teams for strategic planning and high-quality implementation of standards and best practices.
  • Leading the development of technical designs for proposals and acting as a technical writer on proposal development teams.
  • Advising project teams on integrating donor strategies and technical requirements into CRS’ approach.
  • Supporting capacity strengthening initiatives for staff and partners through training and workshops.
  • Collecting and analyzing program data to capture lessons learned and best practices.
  • Maintaining relationships with donors and peer organizations, participating in forums to share best practices and promote CRS’ work.

Required Qualifications:
Candidates must possess an advanced degree in a relevant field such as international development, agriculture, business, marketing, labor market, or security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security. An advanced degree can be substituted with an additional three years of relevant experience. A minimum of five years of demonstrated experience with US Department of State (USDoS) or similar early recovery projects focused on livelihoods is required, with a preference for candidates who have experience related to agriculture, fisheries, and small and medium enterprises/agribusiness. Candidates should also demonstrate the ability to work effectively with a variety of stakeholders, including government entities, donors, community-based organizations, and the private sector.

Educational Background:
An advanced degree in a relevant field is required, which may include international development, agriculture, business, marketing, labor market, or food security. This educational background is essential for understanding the complexities of early recovery programming and livelihoods.

Experience:
The position requires a minimum of five years of relevant experience, with eight years preferred. Candidates should have demonstrated experience in early recovery projects focused on livelihoods, particularly in areas such as agriculture, fisheries, and agribusiness. Experience in project design, proposal development, and program monitoring and evaluation is also essential.

Languages:
Proficiency in English is mandatory, and knowledge of Filipino is also required. These language skills are crucial for effective communication with stakeholders and for the successful implementation of programs.

Additional Notes:
The position is based in the Bicol Region or Cebu Province and may require travel up to 30% of the time. The role includes supervisory responsibilities and involves working closely with various internal and external stakeholders.
