Job Overview:
The Country Program Early Recovery Manager will be responsible for managing and providing technical oversight for the implementation of Early Recovery programming in the Philippines. This role is crucial in ensuring that effective systems and processes are in place to support high-quality programming that aligns with Catholic Relief Services’ mission to serve the poor and vulnerable. The manager will oversee the entire project cycle, ensuring that project design, implementation, and close-out adhere to CRS quality principles, donor guidelines, and industry best practices. The position requires strong management skills to lead a high-functioning team, promote staff well-being, and foster a learning environment. The manager will also be responsible for developing program learning opportunities, contributing to knowledge management, and pursuing new funding opportunities to grow the Early Recovery sector portfolio.

Duties and Responsibilities:
  • Provide management, guidance, and technical oversight for Early Recovery programming, focusing on WASH, Shelter, and Livelihoods.
  • Ensure project design, start-up, implementation, and close-out align with CRS quality standards and donor guidelines.
  • Manage team dynamics and staff well-being, providing coaching and development plans for team members.
  • Lead the development of program learning and facilitate the dissemination of best practices.
  • Contribute to the pursuit of new funding opportunities and oversee budgeting and staffing plans for proposals.
  • Ensure timely project expenditures in line with financial plans.
  • Oversee technical assistance and capacity strengthening for staff and partners.
  • Identify and strengthen partnerships relevant to Early Recovery.
  • Serve as the technical lead for proposal writing and ensure compliance with agency and donor standards.

Required Qualifications:
  • Bachelor’s degree in international development, International Relations, or a related field.
  • Extensive experience in early recovery interventions, particularly in WASH, Shelter, and Livelihoods.
  • Minimum of 5 years of relevant field-based project management experience, with at least 3 years in Emergency Response and Early Recovery.
  • Experience managing donor-funded projects, particularly from US Government and UN Agencies.
  • Proven ability to manage moderately complex projects effectively.

Educational Background:
A Bachelor’s degree in international development, International Relations, or a related field is required. A Master’s degree is preferred and may enhance the candidate's qualifications for the role. Additional experience may substitute for some educational requirements, particularly in relevant fields.

Experience:
Candidates should have a minimum of 5 years of relevant field-based project management experience, with a strong preference for those who have at least 3 years of experience specifically in Emergency Response and Early Recovery. Experience managing donor-funded projects is essential, particularly those funded by US Government and UN Agencies, as well as experience in managing moderately complex projects.

Languages:
Fluency in Filipino and English is required for this position. Proficiency in additional languages may be considered an advantage, particularly in enhancing communication with diverse stakeholders.

Additional Notes:
This position is contingent upon donor funding and is based in Manila, with travel requirements of up to 60% to project sites. The role includes supervisory responsibilities and requires strong relationships with various internal and external stakeholders, including senior project officers, specialists, and donor agencies. The position is full-time and may involve working with international and local partners.
