Job Overview: The Emergency ResponseProgram Manager will oversee the development and implementation of emergency response and recovery programming for the Chad Program Office. This role requires a strong understanding of emergency programming, management skills, and the ability to mobilize resources effectively. The manager will ensure that high-quality programming is delivered, adhering to best practices and continuously seeking to improve the impact of services provided to the vulnerable populations served by CRS. The position is based in N'djamena, with regular travel to field locations in Lac and East Chad to support project implementation. The role is contingent on donor funding, emphasizing the need for effective resource management and coordination with partners.
Duties and Responsibilities: The manager will collaborate closely with the CP Senior Management Team and Emergency Technical Advisors to manage the planning, strategy, and implementation of large-scale consortium projects focusing on security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, multipurpose cash assistance, WASH, Shelter, and Protection. Responsibilities include ensuring compliance with CRS quality standards and donor requirements, managing relationships with international and national partners, and overseeing team dynamics and staff well-being. The manager will also lead program/project reviews, promote knowledge management, represent the organization in coordination meetings, and contribute to proposal writing and budgeting. Additionally, the role involves identifying capacity-building needs and planning training programs for staff and partners, ensuring timely project expenditures, and maintaining efficient use of resources.
Required Qualifications: Candidates must possess a strong knowledge of emergency guidelines and standards, with experience in implementing market-based approaches in emergency programming. They should have a proven track record of building and motivating diverse teams, along with strong strategic, analytical, and problem-solving skills. Proficiency in MS Windows and MS Office applications is required, as well as the ability to manage relationships effectively at all levels. Candidates should be proactive, resourceful, and results-oriented, with the ability to work in a fast-paced environment and manage multiple priorities.
Educational Background: A Bachelor’s degree in international development, International Relations, or a relevant field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of emergency response programming and the broader context of international development work.
Experience: A minimum of 8 years of field-based work experience in program/project management with an international NGO is required, including at least 2-3 years specifically in emergency response programming. Candidates should demonstrate their ability to represent the organization effectively in coordination meetings with donors, local government, UN agencies, and other international NGOs. Experience in cash and voucher assistance (CVA) and non-food item (NFI) distributions is highly desirable.
Languages: Fluency in both French and English is required for this position. Proficiency in these languages will facilitate effective communication with diverse stakeholders and enhance the manager's ability to operate in the field and coordinate with partners.
Additional Notes: The position involves supervisory responsibilities and requires the candidate to be willing to travel up to 50% of the time.
