Job Overview: The position of Coordinateur Evaluations, Apprentissage et Reporting is crucial for planning, coordinating, and ensuring the quality of evaluations, organizational learning, and results-based reporting at the national level. The incumbent is responsible for ensuring the reliability and relevance of analyses and reports produced, guaranteeing coherence between MEAL data, evaluation results, and narratives used for strategic decision-making. This role involves promoting a culture of learning and accountability, collaborating closely with program teams, MEAL, grants, and partnerships to enhance the overall effectiveness of NRC's operations. Duties and Responsibilities: The duties and responsibilities of the Coordinateur Evaluations, Apprentissage et Reporting include:
General Responsibilities: Work in compliance with NRC policies, frameworks, guidelines, and procedures. Lead and structure the Evaluation, Learning, and Reporting functions at the country level. Promote a culture of learning, evidence use, and accountability. Ensure coherence between MEAL data, analyses, learning, and reporting. Collaborate closely with Program, MEAL, Grants, and Partnerships teams.
Evaluations & Strategic Analyses: Develop and update the country evaluation and study plan (Baselines, Endlines, Project Evaluations, Thematic Evaluations, Cross-cutting Reviews). Develop Terms of Reference (ToR) for evaluations and studies in coordination with Program, MEAL, and Grants teams. Technically supervise the implementation of evaluations, including the selection and monitoring of consultants. Ensure methodological quality, independence, and credibility of evaluations. Review and validate evaluation reports for quality assurance.
Organizational Learning & Utilization of Results: Structure and facilitate the mission's learning system in line with strategic priorities. Facilitate the capitalization of lessons learned, good practices, and innovations from quality benchmarks, projects, and evaluations. Organize learning spaces (learning reviews, after-action reviews, workshops). Follow up on recommendations from evaluations and integrate them into programming cycles. Support the integration of learning into program design, adaptation, and review.
Reporting & Narration of Results: Ensure coherence, quality, and credibility of results narratives used in internal and donor reports. Support Grants and Program teams in producing results-oriented reports based on evidence. Develop and harmonize analytical reporting products (results sections, outcome stories, Learning briefs). Contribute to the strategic communication of results (internal and external) in collaboration with relevant teams. Ensure alignment between validated MEAL data, analyses, and key messages.
Coordination (Country and Area levels): Support Area Offices in the field implementation of evaluations and learning activities. Provide technical and methodological support to field teams. Coordinate with implementing partners on joint evaluations, learning, and reporting.
Partnerships & Accountability: Support the integration of partners in evaluation and learning processes. Promote collaborative and inclusive learning approaches. Contribute to accountability to donors through robust analyses and quality reports. Ensure that results and learning are accessible and useful to key stakeholders.
Required Qualifications: The required qualifications for the position include: General Professional Skills: A university degree (Master's level) in social sciences, evaluation, development, economics, or a related field. A minimum of 3 years of experience in evaluations, learning, and/or reporting in complex humanitarian contexts. Strong experience in designing and managing evaluations. Excellent synthesis, analytical, and strategic writing skills. Proven experience in multi-stakeholder coordination and consultant management. Specific Skills, Knowledge, and Experience: Proficiency in qualitative and quantitative evaluation methods. Good understanding of MEAL frameworks, logframes, outcomes, and donor requirements. Ability to translate complex data into clear and actionable messages. Excellent writing skills in French; English is an asset.
Educational Background: The educational background required for this position includes a university degree at the Master's level in social sciences, evaluation, development, economics, or a related field.
