Job Overview:
The Emergency Response Program Manager will oversee the development and implementation of emergency response and recovery programming within the Country Office. This role requires a strong understanding of emergency programming and management skills to ensure high-quality programming that aligns with CRS's mission to serve the poor and vulnerable. The manager will work closely with the Senior Management Team and Emergency Technical Advisors to plan and implement emergency response activities, ensuring compliance with CRS quality standards and donor requirements. The position also involves managing team dynamics, providing coaching, and contributing to the recruitment and performance management of emergency staff. The manager will represent CRS in coordination with donors, local governments, and other stakeholders, ensuring effective communication and collaboration to address changing needs on the ground.

Duties and Responsibilities:
The Emergency Response Program Manager will be responsible for managing the planning, strategy, and implementation of emergency response and recovery activities. This includes ensuring that program components are integrated with ongoing programming, managing staff safety and security" style="border-bottom: 1px dotted #007bff !important;">security, and promoting a culture of learning through MEAL (Monitoring, Evaluation, Accountability, and Learning). The manager will lead program/project reviews, document good practices, and adjust strategies based on assessments. Additionally, the manager will serve as the technical lead for emergency proposals, contribute to budgeting and staffing plans, and identify capacity-building needs for staff and partners. The role requires ensuring timely project expenditures and efficient use of resources, as well as leading training and capacity-building programs for emergency staff.

Required Qualifications:
Candidates must possess a Bachelor's Degree in International Development, International Relations, or a relevant field. A minimum of 8 years of field-based work experience in program/project management with an international NGO is required, including at least 2-3 years in emergency response programming. Strong knowledge of emergency guidelines and standards is essential, along with demonstrated ability to represent the organization at coordination meetings with various stakeholders. Experience in building and motivating diverse teams is also necessary, as well as proficiency in MS Office and information management systems.

Educational Background:
The position requires a Bachelor's Degree in a relevant field such as International Development or International Relations. This educational background is crucial for understanding the complexities of emergency response and recovery programming, as well as the broader context of international humanitarian work.

Experience:
The ideal candidate should have a minimum of 8 years of relevant field experience, specifically in program/project management roles within international NGOs. This experience should include at least 2-3 years focused on emergency response programming, demonstrating the ability to manage complex projects and lead teams effectively in high-pressure environments.

Languages:
Fluency in English and Portuguese is required for this position. These language skills are essential for effective communication with local communities, stakeholders, and team members in Mozambique, where the role is based. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The position involves supervisory responsibilities and requires the candidate to be willing to travel up to 50% to project locations within Mozambique.
