Job Overview:
The Finance Associate position at UN Women is crucial for the execution of a wide range of financial services and administrative processes within the Regional Office (RO). This role is guided by the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director of Financial Management at Headquarters and supervised daily by the Finance Analyst. The Finance Associate is responsible for ensuring the timely, efficient, and transparent use of financial resources, adhering to organizational financial rules, regulations, policies, and procedures. The position requires a client-oriented approach and involves close collaboration with the Operations Team in the Regional Office and the Operations and Programme teams at UN Women HQ to address complex finance-related issues and facilitate information delivery. The Finance Associate will implement financial strategies, monitor compliance with financial regulations, and provide support for budget formulation and management, ensuring that financial resources are utilized effectively and in alignment with the organization's goals.

Duties and Responsibilities:
  • Implement financial strategies and ensure compliance with UN Women rules and regulations, including monitoring financial transactions and reporting any unusual activities.
  • Prepare and administer the RO budgets, control allotments, monitor expenditures, and prepare revisions as needed.
  • Provide finance support to the Programme and Operations teams, including reviewing accounts receivables and preparing invoices.
  • Provide administrative support to Resource Mobilization efforts, including drafting cost-sharing agreements and following up on contributions.
  • Facilitate knowledge building and sharing by conducting training events and compiling best practices in financial management.
  • Supervise and guide staff under responsibility, ensuring delivery of results according to plans and standards of accountability.
  • Participate in internal and external audits, following up on recommendations to ensure corrective actions are implemented.
  • Maintain proper follow-up of financial items during Month-end and Year-end closure instructions, ensuring timely actions are taken as required.

Required Qualifications:
  • Completion of secondary education is required; specialized certification in accounting and finance is an asset.
  • A Bachelor's degree in Finance or Accounting is an asset.
  • Successful completion of the UN Women Accounting and Finance Test is required.
  • Excellent knowledge of financial rules and regulations, accounting principles, and IT tools.
  • Ability to administer and execute financial and accounting processes and transactions effectively.

Educational Background:
The position requires completion of secondary education as a minimum. Specialized national or international certification in accounting and finance is considered an asset. A Bachelor's degree in Finance or Accounting is also advantageous. Additionally, candidates must successfully complete the UN Women Accounting and Finance Test to qualify for the role.

Experience:
Candidates must have at least 7 years of progressively responsible experience in finance. This includes experience in using computers and office software packages such as MS Word and Excel, as well as spreadsheet and database packages. Familiarity with web-based management systems is essential, and experience with Quantum is considered an asset.

Languages:
Fluency in English and Turkish is required for this position. Knowledge of another official UN language, such as French, Arabic, Chinese, Russian, or Spanish, is desirable and can enhance a candidate's profile.
