Job Overview:
The logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager for NCA and Mexico is a pivotal role within the Norwegian Refugee Council, tasked with ensuring that the logistics unit operates in compliance with NRC's global standards and donor requirements while adapting to the specific operational contexts of each country. This position is essential for providing strategic and effective support for the implementation of various programs and projects. The Logistics Manager will be responsible for adapting logistics procedures, ensuring compliance with the Logistics Manual, and creating logistics policies tailored to the operational contexts. The role also involves implementing NRC logistics systems, training and supporting management in logistics responsibilities, and overseeing the logistics team to promote collaboration and capacity building among local teams. The Logistics Manager must ensure that all procedures are aligned with anti-corruption and anti-fraud measures, establishing filing systems in accordance with NRC standards across all offices.

Duties and Responsibilities:
The Logistics Manager will have a comprehensive set of responsibilities, including but not limited to: adapting and implementing logistics procedures in line with NRC policies and donor requirements; creating and adapting logistics policies that are context-specific and flexible; managing logistics systems and procedures; providing training and support to Area, Support, and Project Management teams regarding logistics responsibilities; overseeing the logistics team and ensuring effective communication and collaboration among matrix teams across NCA&M countries; ensuring compliance with anti-corruption and anti-fraud policies; establishing and maintaining filing systems according to NRC standards; conducting market assessments and analysis; managing procurement, fleet management, warehouses, transportation, and assets; evaluating supply chain management effectiveness; and ensuring operational continuity in crisis situations.

Required Qualifications:
Candidates must possess a minimum of a Master's degree with a specialization in supply chains, logistics, industrial engineering, or related fields from a recognized university, or have significant experience in relevant areas. A minimum of 3 to 5 years of experience as a senior Logistics Manager in a humanitarian or recovery context is required, along with at least 3 years in management positions that support executive decision-making. Candidates should have experience working in complex and volatile contexts, with a proven ability to make strategic decisions under pressure. Knowledge and skills in market assessments, cash-based interventions, and the use of digital technologies and systems, including ERP, are essential. Fluency in both English and Spanish, with strong intercultural skills, is mandatory.

Educational Background:
The educational background required for this position includes a Master's degree in Supply Chain Management, Business Administration, International Business, or a related field from a nationally or internationally recognized university. Candidates with significant experience in logistics and supply chain management may also be considered in lieu of formal educational qualifications.

Experience:
The position requires a minimum of 3 to 5 years of proven experience in a similar logistics management role, particularly within humanitarian or recovery contexts. Candidates should have experience managing regional suppliers, negotiating contracts, and ensuring efficient supply of goods and services. Experience in leading multicultural teams and managing operations under a matrix structure is also essential, along with the ability to adapt logistics procedures to diverse national contexts.

Languages:
Fluency in English and Spanish is mandatory for this position, both written and verbal. Candidates should possess intercultural skills to work effectively in multicultural teams and manage operations across multiple countries. Additional language skills may be considered an asset but are not mandatory.

Additional Notes:
The position is based in Tegucigalpa, Honduras, under a national contract with a travel requirement of approximately 20%. The salary and benefits are aligned with NRC’s grade 9 salary scale, which includes accompanying terms and conditions.
