Job Overview:
The Technical Officer - Coordination position is crucial for leading a coordinated health sector response at the subnational level, particularly in humanitarian contexts. The incumbent will work closely with national and international partners to ensure that vulnerable and marginalized populations receive adequate health services. This role involves performing needs assessments, adapting strategies, mobilizing resources, and supporting the implementation of health initiatives. The Technical Officer will also be responsible for monitoring and evaluating health sector responses, advocating for health priorities, and ensuring compliance with national and international health standards. The position requires strong leadership, negotiation, and conflict resolution skills, as well as the ability to work collaboratively with various stakeholders in a complex environment.

Duties and Responsibilities:
The duties of the Technical Officer - Coordination include coordinating rapid health needs assessments, collecting and analyzing health data from partners, ensuring compliance with health norms and standards, managing the subnational health cluster, facilitating training for health partners, and supporting resource mobilization efforts. The incumbent will also monitor the implementation of health plans, advocate for health priorities, and build capacity within the national health system. Specific responsibilities include conducting participatory assessments, managing information sharing mechanisms, convening meetings, and developing funding strategies for health initiatives. The role requires adaptability as the duty station may change based on the needs of the Health Cluster.

Required Qualifications:
Candidates must possess a first-level university degree in public health, medicine, international relations, social sciences, management, or business administration from an accredited institution. Completion of Health Cluster Coordination training is essential. An advanced degree in a related field is desirable, along with specialized training in emergency management and humanitarian principles. Candidates should have demonstrated knowledge of emergency relief policies and practices, as well as experience in managing health programs in emergency settings. Strong negotiation skills and the ability to facilitate stakeholder engagement are also required.

Educational Background:
The educational background required for this position includes a Bachelor’s degree or equivalent in a relevant field such as public health, medicine, or social sciences. An advanced degree (Master's or above) in humanitarian action or related fields is preferred. Candidates must have completed the Health Cluster Coordination training to be eligible for this role.

Experience:
A minimum of 2 years of experience in cluster coordination, particularly in emergency and humanitarian relief operations, is essential. Candidates should have experience in managing health programs during both chronic and acute emergencies. Relevant work experience with WHO, UN agencies, or recognized humanitarian organizations is desirable, as it demonstrates familiarity with the operational context and collaborative partnerships in health sector responses.

Languages:
Expert knowledge of English and Ukrainian is mandatory for this position. Intermediate knowledge of additional WHO languages is considered desirable, enhancing communication with diverse stakeholders in the health sector.

Additional Notes:
This position is classified as a National Professional Officer role, meaning only applications from nationals of Ukraine will be accepted. The remuneration for this position starts at USD 43,650 annually, with mandatory deductions for pension contributions and health insurance. The role includes 30 days of annual leave. Candidates should be prepared for a written test or video assessment as part of the selection process.
