Job Overview: The Field HR Officer plays a crucial role in providing functional and technical human resource support to enhance the organization's performance at the designated field site. This position is responsible for ensuring that national HR practices align with Relief International's regulations and comply with South Sudan's labor laws. The officer will work closely with the Juba-based HR manager to coordinate recruitment efforts, manage contracts, oversee onboarding and offboarding processes, and ensure compliance with compensation and benefits regulations. The role requires a proactive approach to HR management, focusing on building a strong workforce that can effectively respond to the needs of the communities served by Relief International.
Duties and Responsibilities: The Field HR Officer's duties include supporting and coordinating the recruitment of national staff, ensuring timely preparation and communication of recruitment documentation, and providing administrative support throughout the recruitment process. The officer is responsible for maintaining a proper filing system for recruitment documentation and ensuring 100% tracking and timely renewal of staff contracts. This includes maintaining a digital tracker for contract status, coordinating with the local Labor Office for approvals, and conducting monthly audits for compliance. The officer will also coordinate onboarding and induction for new staff, oversee exit processes, and manage timesheets and leave entitlements for field staff. Additionally, the officer will ensure that payroll changes are submitted accurately and on time, and will apply for leave on behalf of employees without RI email addresses.
Required Qualifications: Applicants must possess a Bachelor's degree in business administration or a related field, along with at least 3 years of HR experience in a similar role, preferably within the INGO sector. Candidates should have experience leading HR compliance trainings across multiple locations and demonstrate knowledge of supporting investigations. Strong interpersonal and communication skills, along with excellent time management and attention to detail, are essential for success in this role.
Educational Background: A Bachelor's degree in business administration or a related field is required for this position. This educational background provides the foundational knowledge necessary for effective human resource management and understanding of organizational dynamics.
Experience: Candidates should have a minimum of 3 years of relevant HR experience, ideally in the INGO sector. This experience should include a demonstrated ability to manage HR functions effectively, lead compliance trainings, and support investigations, showcasing a well-rounded understanding of human resource practices in challenging environments.
