Job Overview: As an HR Legal Officer at ESA, you will play a crucial role in supporting the HR Legal Unit by providing legal expertise in drafting and interpreting rules and policies. Your responsibilities will include preparing documentation for potential reforms, engaging in discussions with the Committee on Staff Affairs (CSAC), proposing amendments to existing rules, and drafting necessary documents for approval by the Administrative and Financial Committee (AFC) and the Council. You will also provide legal advice and support in managing individual cases, which involves drafting opinions on rule interpretations, memos, and letters, as well as assisting the Legal Services Department during internal proceedings. This position requires a proactive approach to ensure compliance with HR policies and the effective management of employment conditions within the agency.
Duties and Responsibilities: Your primary duties will include: drafting, updating, and revising legal texts such as Staff Regulations and Rules, Pension Rules, and related Instructions; supporting the development of the Agency’s employment conditions through legal opinions and internal memorandums; ensuring consistent application of HR policies and rules in relation to staff employment conditions; managing individual cases to support the application of these policies; assisting the Legal Services Department in preparing case files for internal legal proceedings; participating in Joint Working Groups with the Staff Association and other services, and taking minutes during these meetings; and performing additional tasks as assigned by the Head of Unit. Your role will require a thorough understanding of ESA's institutional framework and HR-specific processes and procedures.
Required Qualifications: To qualify for this position, you must possess a master's degree in law. Additionally, you should have a minimum of two to five years of professional experience, preferably in the legal practices of international organizations. A strong understanding of HR policies, procedures, and best practices is essential. Excellent oral and written communication skills are required, along with the ability to develop innovative legal and HR solutions. Experience in drafting legal documents and providing legal advice is highly valued.
Educational Background: The educational requirement for this position is a master's degree in law. This advanced degree should provide a solid foundation in legal principles and practices, particularly as they relate to human resources and employment law. Candidates with specialized training or certifications in HR law or related fields may have an advantage in the selection process.
Experience: Candidates should have at least two to five years of relevant professional experience in legal practices, ideally within international organizations. This experience should include a strong focus on HR-related legal matters, demonstrating the ability to navigate complex legal frameworks and provide sound legal advice in a human resources context. Experience working in multilingual environments and with diverse teams is also beneficial.
Languages: The working languages of ESA are English and French. A good command of one of these languages is mandatory for this position. Knowledge of another language from a Member State would be considered an asset, enhancing your ability to communicate effectively within the agency's diverse workforce.
Additional Notes: This is a fixed-term appointment with an initial duration of four years, which may be extended up to a maximum of eight years based on performance and organizational needs. The position is classified within the grade band A2-A4, with the possibility of being filled at A1 level for candidates with less than four years of relevant experience.
