Job Overview:
The Deputy Field Coordinator for Programs is responsible for overseeing Program and MEAL teams across three locations in Northern Myanmar. The role involves managing a portfolio of projects that include the finalization of emergency response initiatives, multisectoral emergency responses, and food security recovery projects funded by various donors. The Deputy Field Coordinator ensures the effective implementation, quality, coherence, and strategic alignment of all SI programs in Great North Myanmar. This position requires strong leadership skills to guide program teams, facilitate coordination between departments and partners, and contribute to the design and development of new projects that align with SI's strategic framework and humanitarian principles. The Deputy FC Programs will also play a crucial role in operational engagement, ensuring compliance with donor requirements and providing technical and operational support for timely and high-quality interventions, whether through partners or direct implementation. Collaboration with the Programs Coordination team and Technical Coordinators based in Yangon is essential, as is supporting the Field Coordinator in external meetings as delegated.

Duties and Responsibilities:
The Deputy Field Coordinator for Programs will have a comprehensive set of responsibilities, including:
  • Overseeing the implementation of ongoing projects and ensuring they meet quality standards and timelines.
  • Strengthening the partnership management framework and strategy to enhance collaboration with local partners.
  • Facilitating effective communication and coordination between program teams and MEAL teams.
  • Leading the design and development of new projects in line with SI's strategic objectives.
  • Providing technical support to ensure high-quality interventions are delivered.
  • Representing SI in external meetings and discussions under the Field Coordinator's delegation.
  • Managing remote teams and ensuring programmatic quality despite limited field access.
  • Addressing specific challenges related to recent restructuring in the area/base.
  • Ensuring compliance with donor requirements and maintaining alignment with SI's operational standards.

Required Qualifications:
Candidates must possess a Master's degree in international relations, history, humanitarian or development studies, or a related field. Additionally, they should have 3-4 years of experience in the humanitarian sector, with a minimum of 2 years in similar positions. Technical skills required include project cycle management, proposal development, and partnership management. Strong management skills, internal communication, coordination abilities, and staff capacity building are also essential.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as international relations, history, humanitarian studies, or development studies. This advanced education is crucial for understanding the complexities of humanitarian work and effectively managing programs in challenging environments.

Experience:
The position requires candidates to have 3-4 years of experience in the humanitarian sector, with at least 2 years in roles similar to that of a Deputy Field Coordinator. This experience should encompass program management, partnership engagement, and operational oversight in humanitarian contexts, demonstrating the ability to navigate the challenges of working in conflict-affected areas.

Languages:
Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and with international stakeholders. Proficiency in Burmese is considered an asset, as it would facilitate better communication with local partners and communities.

  • The role is based in Yangon, Myanmar, with field visits to Mandalay and Sittwe. The compensation package includes a gross monthly salary starting from EUR 2475, which comprises a base salary of EUR 2250 and a 10% annual leave allowance paid monthly. Additionally, a monthly per diem of 600 USD is provided, along with accommodation and travel expenses covered by SI. Expatriates are entitled to a break system of alternating work and vacations, with 7 working days every three months, and an extra day off for each month worked. Social and medical coverage is included, ensuring that expatriates are reimbursed for healthcare costs, including medical, surgical, dental, and eye care, as well as repatriation. Living conditions in Yangon are described as very good, with access to all necessary amenities and no transportation restrictions.
