Job Overview:
The Senior Head of Change Management Programme Unit will be responsible for setting the vision and strategic direction for the EIB's approach to organizational change. This role involves ensuring consistent adoption practices and harmonized methodologies across the EIB Group's transformation programs. The position requires a strong focus on fostering a culture of trust and collaboration within the newly transformed Change Management Programme Unit. The successful candidate will design and implement a federated Change Management model, working closely with business units to ensure shared ownership and accountability. This role is pivotal in driving the digital transformation strategy across the EIB Group, integrating change management components from the earliest project stages to ensure effective adoption and stakeholder engagement.

Duties and Responsibilities:
  • Define, maintain, and deploy an Enterprise Change Management framework to support consistent adoption across major transformation programs.
  • Lead and empower the Change Management team by setting clear objectives, developing skills, and conducting performance management processes.
  • Design, coordinate, and implement structured change management approaches across major transformation programs.
  • Drive adoption readiness assessments and lead structured communications, training, and stakeholder engagement plans.
  • Implement the strategy for digital transformation across the EIB Group.
  • Collaborate with business users to ensure effective upskilling and alignment with Group-wide standards.
  • Strengthen frameworks, methodologies, and tools supporting organizational change.
  • Foster continuous learning and teamwork within the unit, mentoring a high-performing team.
  • Coordinate procurement processes and manage budgets related to the unit's activities. 1
  • Oversee vendor relationships to ensure timely and effective consultancy services.

Required Qualifications:
Candidates must possess a university degree (minimum equivalent to a Bachelor) in organizational change, business administration, psychology, communication, IT, or related fields. A minimum of 8 years of experience in project management and/or change management is required. Proven track record in managing large-scale organizational projects and methodologies is essential. Experience in managing, developing, and mentoring staff, particularly in multicultural environments or international organizations, is advantageous. A strong understanding of the EIB Group's activity landscape and knowledge of digital transformation methodologies is also required. Candidates must demonstrate the ability to deliver results under pressure and tight deadlines.

Educational Background:
The educational background required for this position includes a university degree, preferably in fields related to organizational change, business administration, psychology, communication, or IT. This foundational education is critical for understanding the complexities of change management and organizational dynamics.

Experience:
The position requires a minimum of 8 years of relevant experience in project management and/or change management. Candidates should have a proven track record in managing large-scale organizational projects and methodologies, demonstrating their capability to lead significant change initiatives effectively.

Languages:
Excellent knowledge of English is mandatory, and proficiency in French is also required. A good command of other EU languages would be considered an advantage. Proficiency in both English and French is essential for career development within the EIB, as these are the official working languages of the organization.

Additional Notes:
This is a full-time position at grade 6, offering a permanent contract. The EIB provides relocation support for candidates moving to Luxembourg.
