Job Overview: The Project Manager for Electoral Reform will play a crucial role in the implementation of the project Enhancing Electoral Reform in the Western Balkans, which is set to run from 2025 to 202
This position requires a commitment to the project's duration and involves overseeing the planning and coordination of project activities. The Project Manager will work closely with the Election Department management, professional staff, and various stakeholders to ensure the timely and high-quality delivery of project outputs. The role includes leading project implementation, monitoring progress against objectives, and making necessary adjustments to achieve desired outcomes. The Project Manager will also be responsible for maintaining communication with donors, managing administrative tasks, and providing guidance to project staff. This position demands a proactive approach to identifying issues and opportunities for engagement in the electoral reform process, as well as facilitating partnerships with national authorities, international organizations, and civil society.
Duties and Responsibilities: The selected candidate will be responsible for a comprehensive set of duties, including:
Planning and coordinating project activities by developing and overseeing project workplans and timelines in consultation with relevant stakeholders.
Leading project implementation and oversight to ensure timely delivery of outputs and monitoring progress against objectives and key performance indicators.
Coordinating donor reporting and maintaining communication with donors in line with OSCE guidelines.
Managing administrative tasks related to finance, HR, IT, procurement, and logistics.
Traveling to the region as required to support field-level implementation.
Overseeing electoral legislative assistance by contributing to and reviewing legal and technical assistance outputs related to elections.
Conducting analysis of regional electoral developments and practices, leading field visits, and integrating findings into project planning.
Facilitating coordination and partnerships with internal teams and external stakeholders.
Providing guidance and supervision to project staff in the design, implementation, and reporting of activities.
Required Qualifications: Candidates must possess a first-level university degree in international relations, public administration, law, or social sciences. A minimum of seven years of progressively responsible and relevant professional experience in the field of elections, democracy, or human rights is required, including at least three years at the international level. Experience in implementing projects in the field of elections and promoting human rights and democracy is essential. Candidates should have experience in capacity-building and institution-building strategies, familiarity with elections and human rights issues, and field experience in the OSCE region. Excellent analytical and drafting skills, gender awareness, and the ability to work with diverse groups are also necessary qualifications.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as international relations, public administration, law, or social sciences. A second-level degree may reduce the required professional experience by two years, allowing candidates with advanced degrees to qualify with five years of relevant experience instead of seven.
Experience: The position requires a minimum of seven years of progressively responsible experience in the field of elections, democracy, or human rights, with at least three years of experience at the international level. Candidates should have a proven track record of implementing projects related to elections and promoting human rights and democracy, as well as experience in providing policy and strategic advice.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. A working knowledge of languages spoken in the project's geographical area is considered an advantage, enhancing the candidate's ability to engage with local stakeholders and partners effectively.

The monthly remuneration is approximately EUR 7,000, and OSCE salaries are exempt from taxation in Poland.
