Job Overview:
The consultancy position aims to support the Health Governance and Finance Unit by conducting a regional situation analysis on health systems governance in the Eastern Mediterranean Region (EMR). The consultant will provide technical support to countries in advancing health systems governance recovery and reform. The role is crucial in addressing the fragmented governance landscape in the EMR, which affects the ability of countries to implement evidence-based policies and strengthen health data systems. The consultant will be responsible for designing methodologies, conducting literature reviews, and preparing comprehensive reports that highlight current practices, challenges, and opportunities in health systems governance. Additionally, the consultant will develop tailored support plans for countries and conduct capacity-building sessions to enhance technical expertise in health governance.

Duties and Responsibilities:
  • Conduct a health systems governance situation analysis in the EMR, including the design of the analysis methodology, scoping reviews, and preparation of a final report.
  • Provide technical support to countries by developing tailored country support plans based on the situation analysis results, focusing on RSOP and GPW14 objectives.
  • Organize capacity-building meetings to strengthen technical expertise in health systems governance recovery and reforms.
  • Produce policy briefs on multisectoral health governance to advance Universal Health Coverage (UHC) and health security" style="border-bottom: 1px dotted #007bff !important;">security.
  • Conduct stakeholder interviews and literature reviews to capture current practices and challenges.
  • Document technical assistance provided to countries and track progress related to GPW14 indicators.

Required Qualifications:
  • Advanced university degree (Master’s level or above) in public health or health governance.
  • 5-10 years of relevant experience in public health and health governance, with international experience working in various countries.
  • Excellent skills in policy formulation, monitoring and evaluation, situational analysis, stakeholder mapping, and report writing.
  • Proven ability to engage with diverse stakeholders and facilitate capacity-building sessions.

Educational Background:
Candidates must possess an advanced university degree, specifically at the Master’s level or higher, in public health or health governance. This educational background is essential for understanding the complexities of health systems and governance frameworks.

Experience:
The position requires 5 to 10 years of relevant experience in the field of public health and health governance. International experience is mandatory, as the consultant will be working with different countries in the Eastern Mediterranean Region. This experience should include a strong background in policy formulation, monitoring and evaluation, and stakeholder engagement.

Languages:
Excellent knowledge of English is mandatory. Proficiency in Arabic is also required, while knowledge of French will be considered an asset. The ability to communicate effectively in these languages is crucial for stakeholder engagement and report writing.

Additional Notes:
The consultancy is based in Cairo, Egypt, and is a full-time position. The selected consultant will need to provide a medical certificate of fitness for work. Travel may be required as approved by the supervisor, with all arrangements made by WHO. The consultant will receive a subsistence allowance while on mission. The remuneration for this position falls under Band B.
