Job Overview:
The Consultant will support the Staff Relations, Policy and Internal Justice Team (SPIJ) in delivering its mandate through 202
  • This role involves providing high-level strategic advice on HR legal matters that have significant implications, including guidance on settlement negotiations and the legal ramifications of organizational changes. The consultant will be responsible for managing disciplinary cases, drafting charge letters, and making disciplinary recommendations. Additionally, the consultant will interpret HR policies and provide implementation advice, ensuring compliance with administrative regulations. The position requires a proactive approach to handling sensitive HR issues and contributing to a healthy workplace environment.

Duties and Responsibilities:
  • Follow-up on substantiated disciplinary cases: - Draft charge letters for disciplinary actions. - Prepare disciplinary recommendations based on case evaluations.
  • Provide HR policy interpretation and implementation advice: - Offer timely feedback on HR policy queries. - Draft amendments or implementation documents related to HR policies and procedures as directed by the Regional Human Resources Manager.
  • Provide strategic advice on HR legal matters: - Analyze legal implications of HR decisions and provide guidance on potential organizational reorganization. - Assist in navigating complex disciplinary issues with political implications in country offices.

Required Qualifications:
  • Educational Qualifications: - Essential: Advanced (Master’s) University Law Degree. - Desirable: Specialization in international administrative law.
  • Experience: - Essential: Minimum of 10 years of experience in industrial relations, labor law, or international administrative law within international organizations.
  • Skills: - Strong drafting and analytical skills. - Excellent understanding of international administrative law, particularly ILOAT jurisprudence.

Educational Background:
Candidates must possess at least a Master’s degree in Law, with a preference for those who have specialized in international administrative law. This educational background is crucial for understanding the complexities of HR legal matters and for providing sound legal advice.

Experience:
The position requires a minimum of 10 years of relevant experience in industrial relations, labor law, or international administrative law, particularly within international organizations. This extensive experience is necessary to navigate the complexities of HR legal issues and to provide strategic advice effectively.

Languages:
Fluency in English is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.

Additional Notes:
The consultancy is expected to last for 6 months, with the possibility of extension based on performance and organizational needs. The consultant can work remotely but is required to travel to Cairo once per trimester. Candidates must provide a medical certificate of fitness for work and may need to undergo a background verification process.
