Job Overview:
The Evaluation Officer plays a crucial role in conducting and managing impartial, independent, and credible evaluations of projects and programs within UNRWA. This position requires the application of a mix of quantitative and qualitative methods, data collection, and analysis tools to maintain high professional standards in line with UNRWA's Evaluation Policy and UN Evaluation Norms and Standards. The Evaluation Officer is expected to report findings to management and relevant parties, monitor the follow-up on evaluation recommendations, and contribute to the promotion of evaluation functions and principles. This includes reviewing evaluation reports for quality control, providing guidance on evaluation to management and staff, and participating in discussions to establish a dialogue on evaluation results. The role also involves planning evaluations, preparing budgets, and managing resources effectively and efficiently, as well as assisting in the selection and supervision of evaluation consultants based on project requirements.

Duties and Responsibilities:
The Evaluation Officer's duties and responsibilities include: conducting independent evaluations of projects and programs, applying various evaluation methods and tools; reporting findings to management and stakeholders; monitoring the implementation of evaluation recommendations; reviewing evaluation reports for quality assurance; providing advice and guidance on evaluation practices; contributing to capacity building of UNRWA staff in decentralized evaluations; participating in meetings and workshops to discuss evaluation results; contributing to the development of evaluation policies, guidelines, and tools; planning evaluations and preparing budgets; managing human and financial resources effectively; and assisting in the selection and supervision of evaluation consultants.

Required Qualifications:
Candidates must possess an advanced university degree (Master's degree or equivalent) from an accredited institution in social sciences, development studies, international relations, public/business administration, management, or a related field. Knowledge of UNRWA's mandate and activities is desirable, as is work experience in the Middle East. Candidates should also have a strong understanding of evaluation principles and practices, as well as the ability to apply technical expertise in evaluation processes.

Educational Background:
The educational background required for this position includes an advanced university degree (Master's degree or equivalent) in social sciences, development studies, international relations, public/business administration, management, or a related field. A degree in a related field is also desirable, and knowledge of UNRWA's mandate and activities is considered an asset.

Experience:
Candidates should have at least five years of progressively responsible relevant work experience in research and evaluation for program cycle management. A minimum of two continuous years of relevant international experience outside UNRWA and outside the country of which the candidate is a national or holds citizenship is required. This experience should include involvement in various outside activities such as employment, consulting, teaching, or voluntary work.

Languages:
English is the required working language for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. Arabic is desirable, with a minimum proficiency level of UN Level I in reading, writing, listening, and speaking. Knowledge of French is also beneficial, as it is one of the working languages of the United Nations Secretariat.

The contract duration for this position is one year, with the possibility of further extension. The incumbent will be required to travel as needed within the Agency’s area of operations in the Middle East.
