Job Overview:
The Casework Program Manager is a pivotal role within the IRC Salt Lake City office, responsible for overseeing the Extended Case Management (ECM), Intensive Case Management (ICM), and Program for Initial Resettlement (PIR) programs. This position requires a strong leader who can provide supervision and strategic direction to ensure the delivery of high-quality, client-centered resettlement services. The manager will supervise a team of 7–8 staff members, ensuring compliance with program requirements and fostering a supportive environment for both staff and clients. The role involves guiding the implementation of programs, ensuring adherence to trauma-informed and strengths-based approaches, and collaborating with various departments to coordinate integrated service delivery. The Casework Program Manager will also be responsible for monitoring program outcomes, managing budgets, and building community partnerships to enhance resources for clients.

Duties and Responsibilities:
The Casework Program Manager will have a comprehensive set of responsibilities, including:
  • Program Oversight & Service Delivery: Ensure timely and high-quality service delivery in accordance with various contracts and funder requirements. Guide program implementation while adhering to client-centered approaches. Screen clients for eligibility and assign caseloads to case managers. Support staff in crisis situations and complex cases. Collaborate with other departments to coordinate referrals and service delivery. Stay updated on policy changes and best practices. Facilitate cross-department case staffing to enhance collaboration.
  • Staff Supervision & Development: Supervise a team of 7–8 staff and interns, conducting onboarding, training, and ongoing coaching. Hold regular supervision meetings and performance evaluations. Foster an inclusive environment for staff and clients. Lead recruitment and professional development efforts.
  • Compliance, Quality Assurance & Reporting: Monitor casework documentation for compliance with standards. Become an expert on federal contract requirements. Track and report program outcomes and client progress. Prepare for monitoring visits from various partners. Manage program budgets and client assistance expenditures.
  • Community Engagement & Partnership Building: Build partnerships with housing providers, service organizations, and government agencies. Represent IRC in public forums and liaise with local coalitions. Train case management teams on community resources.
  • Leadership & Strategy: Identify opportunities for innovation and sustainability in casework services. Support grant writing and fundraising efforts related to casework services.

Required Qualifications:
The position requires a Bachelor’s degree in social work, public health, international relations, or a related field, with a Master’s degree preferred. Candidates must have a minimum of 3 years of experience in refugee resettlement, case management, or a related human services field, with at least 2 years of supervisory experience. Experience in program management, budget oversight, and compliance monitoring is essential. Strong leadership and staff management skills are necessary, along with the ability to manage multiple priorities and work under deadlines. Excellent communication and relationship-building skills with diverse stakeholders are required, as well as demonstrated cultural humility and the ability to work effectively in a multicultural environment. Proficiency in Microsoft Office Suite and data management tools is also necessary, along with a valid driver’s license and reliable transportation.

Educational Background:
Candidates must possess a Bachelor’s degree in social work, public health, international relations, or a related field. A Master’s degree is preferred, indicating a higher level of expertise and understanding of the complexities involved in case management and refugee resettlement.

Experience:
The ideal candidate should have a minimum of 3 years of relevant experience in refugee resettlement, case management, or a related human services field. This experience should include at least 2 years in a supervisory role, demonstrating the ability to lead and manage a team effectively. Experience in program management, budget oversight, and compliance monitoring is also required, showcasing the candidate's capability to handle the responsibilities of the Casework Program Manager role.

Languages:
Excellent written and oral communication skills in English are mandatory. Proficiency in a language spoken by client populations is preferred, as it enhances the ability to communicate effectively with diverse clients and stakeholders.

The working environment for this position includes a combination of standard office settings, remote work, and fieldwork in the service delivery area. The role may require occasional evening and weekend hours to meet the needs of clients and the organization. The compensation for this position ranges from $68,688.04 to $71,632.69, based on various factors including the labor market, job type, internal equity, and budget considerations.
