Job Overview:
The position of UN.E DIRECTEUR.RICE PAYS ADJOINT AUX OPERATIONS is crucial for ensuring that the organization's activities are implemented efficiently and in accordance with contractual frameworks and agreements. The role involves participating in the definition of the country strategy, overseeing the implementation of programs, and ensuring compliance with internal procedures and donor requirements. The director will work closely with field coordinators and technical department heads to ensure that programs are coherent and effectively address the needs of the populations served. The position requires strong leadership skills, strategic planning capabilities, and the ability to manage complex operations in challenging environments.

Duties and Responsibilities:
  • Participate in defining the country strategy by preparing and facilitating the operational strategy work, compiling data from field offices, and leading discussions with technical coordination teams.
  • Oversee the implementation of programs by ensuring effective communication with field coordinators and maintaining coherence across different intervention sites.
  • Supervise and support field coordinators and consortium coordinators through regular exchanges, evaluations, and capacity building.
  • Ensure compliance with internal procedures and donor requirements by following up on audit recommendations and maintaining accountability systems.
  • Actively participate in operational management and reporting related to the mission's action plan, including analyzing monthly reports and contributing to external reporting efforts.
  • Provide backup for field coordinators during their absences and engage in continuous improvement of operational practices.

Required Qualifications:
Candidates must possess a higher education degree (Bac+5) in project management, organizational management, or a relevant field, or demonstrate equivalent work experience. Successful candidates will have proven experience as a field coordinator for an international NGO in challenging contexts, with demonstrated skills in strategic management, operational planning, and multisectoral program management. Experience in managing consortia with multiple partners, budget management, and senior staff management is essential. Candidates should also have experience in emergency and development program management, as well as security management in complex and volatile contexts.

Educational Background:
A higher education degree (Bac+5) in project management, organizational management, or a related field is required. Alternatively, significant relevant work experience may be considered in lieu of formal education. Candidates should have a strong understanding of project management principles and practices, as well as the ability to apply these in real-world situations.

Experience:
Candidates should have extensive experience in leadership roles, particularly in managing complex operations within international NGOs. A successful track record in strategic planning, program management, and team leadership is essential. Experience in managing emergency response programs and navigating challenging security environments is also critical. Candidates should demonstrate their ability to lead teams effectively and manage performance under pressure.

Languages:
