Job Overview:
The Senior Inter-Agency PSEA Coordinator is responsible for leading the prevention of sexual exploitation and abuse (PSEA) efforts in Ukraine. This role requires strong leadership and coordination skills to advance PSEA initiatives, ensure victim-centered support, and strengthen partnerships with national authorities and civil society. The Coordinator will work closely with the Humanitarian Coordinator and the Senior Women’s Protection Advisor to implement the inter-agency PSEA Action Plan, conduct risk assessments, and mainstream PSEA across humanitarian and development sectors. The position demands strategic advice, governance, and institutional mechanisms to enhance PSEA efforts, ensuring that all actions are aligned with national policies and frameworks.

Duties and Responsibilities:
  • Provide strategic leadership and coordination for PSEA efforts, advising senior humanitarian leadership on risks and priorities.
  • Finalize and operationalize the inter-agency PSEA Action Plan for Ukraine, ensuring alignment with national systems and donor requirements.
  • Conduct SEA/PSEA risk assessments and integrate findings into strategic planning.
  • Support the integration of PSEA into humanitarian planning cycles and national frameworks.
  • Engage with donors, UN agencies, and government partners in PSEA governance and risk mitigation.
  • Organize and facilitate PSEA Network meetings, prepare agendas, and ensure proper documentation.
  • Lead the implementation of the Network’s Annual Work Plan and monitor progress.
  • Serve as the interim Victims’ Rights Focal Point, ensuring the rights and dignity of victims are upheld.

  • Coordinate capacity-building initiatives for national/local NGOs and government institutions on PSEA. 1
  • Design monitoring frameworks and prepare analytical reports for senior leadership.

Required Qualifications:
Candidates must possess strong leadership and coordination skills, with a deep understanding of PSEA principles and practices. They should have experience in humanitarian response and knowledge of national policies related to gender-based violence and protection. The ability to engage with diverse stakeholders, including government bodies, NGOs, and community networks, is essential. Strong analytical and reporting skills are required to monitor and evaluate PSEA efforts effectively.

Educational Background:
A relevant degree in social sciences, international relations, public health, or a related field is required. Advanced degrees are preferred, particularly in areas related to gender studies, human rights, or humanitarian affairs.

Experience:
Candidates should have at least 5 years of experience in humanitarian coordination, protection, or gender-based violence programming. Experience in leading inter-agency initiatives and working with national authorities is highly desirable. Familiarity with the UN system and PSEA frameworks will be an advantage.

Languages:
Fluency in Ukrainian and English is mandatory. Knowledge of additional languages spoken in Ukraine is considered an asset.

Additional Notes:
This is a national UN Volunteer position, and the volunteer is responsible for organizing their own accommodation. The contract is full-time and may be extended based on funding and performance. The monthly Volunteer Living Allowance (VLA) is USD 3040, along with a one-time entry lump sum of USD 35
