Job Overview: The Non-Technical Survey (NTS) Operator will play a crucial role in the implementation of DRC's humanitarian mine action program, which was launched in June 202
This program aims to address the impact of explosive ordnance in Northwest and Central Zone in Tigray, Ethiopia. The NTS Operator will be responsible for conducting community-level surveys to assess the effects of explosive ordnance on various demographics, including women, girls, boys, and men. The position requires a proactive approach to project implementation, ensuring that all activities are conducted in compliance with National Mine Action Standards and DRC’s Standard Operating Procedures. The NTS Operator will work closely with the NTS/EORE Team Lead and other team members to gather and analyze data, support pre and post-intervention surveys, and maintain effective communication with local representatives and community members. This role is vital for the successful launch and ongoing management of the mine action project, which is set to begin in January 2026.
Duties and Responsibilities: The NTS Operator will have a comprehensive set of responsibilities, including but not limited to:
Conducting assigned NTS activities in coordination with the NTS/EORE Team Lead, ensuring adherence to quality standards and compliance with established procedures.
Collecting and analyzing existing desktop and secondary data relevant to NTS tasks prior to fieldwork.
Gathering geographic, socio-economic, and impact information on communities affected by explosive ordnance.
Supporting the implementation of pre and post-intervention surveys to evaluate the effectiveness of DRC’s mine action activities.
Assisting the Team Lead in liaising with local representatives and stakeholders to facilitate project activities.
Establishing and maintaining a robust information network with authorities, communities, NGOs, and other relevant sources.
Collaborating with EORE facilitators to share information and update procedures as necessary.
Completing daily, weekly, and monthly NTS reporting using standard templates and submitting reports for verification.
Reporting any challenges encountered during project implementation to the Project Manager and Team Lead. 1
Documenting success stories and lessons learned for donor reports and case studies. 1
Performing any other duties as assigned by the Line Manager.
Required Qualifications: Candidates must possess a vocational school education, with higher education considered an asset. Previous training and experience in Non-Technical Survey (NTS) is essential. A sound understanding of topography, map drawing, and basic navigation skills using a compass and GPS is required. Proficiency in using a basic digital camera for documentation purposes is also necessary. Candidates should have effective communication skills, both written and verbal, in Tigrinya and English. The ability to work collaboratively in a team environment and a good understanding of local community dynamics are crucial. Additionally, candidates must demonstrate a willingness to work in remote and potentially volatile areas.
Educational Background: The educational requirements for this position include a vocational school diploma, with higher education being an asset. A high school diploma and specific NTS qualifications are also necessary to ensure candidates have the foundational knowledge required for the role.
Experience: The position requires a minimum of 2 years of relevant working experience in the field of Non-Technical Survey or related areas. Candidates should have a proven track record of working effectively in similar roles, particularly within non-governmental organizations (NGOs). Experience in fieldwork, especially in challenging environments, is highly valued.
Languages: Fluency in Tigrinya is mandatory for this position, as it is essential for effective communication with local communities. Knowledge of the English language, both verbal and written, is considered an asset and will enhance the candidate's ability to engage with international stakeholders and documentation processes.

This is a national contract, classified under Band H2, which is a non-management designation. The position is based in the Shire Field Office. Salary and conditions will be aligned with the Danish Refugee Council’s Terms of Employment for national employees.
