Job Overview:
The Cost Research Advisor position is a critical role within the IRC, aimed at enhancing the effectiveness and efficiency of humanitarian programming through rigorous cost analysis. The advisor will lead and contribute to various cost analyses, synthesize cost evidence, and provide technical assistance to both IRC colleagues and external stakeholders. This role is designed for an individual contributor and does not involve direct supervisory responsibilities. The advisor will work closely with the IRC's Best Use of Resources (BUR) team, which focuses on maximizing the impact of humanitarian efforts per dollar spent. The position requires a strong analytical mindset and the ability to translate complex data into actionable insights that inform decision-making processes.

Duties and Responsibilities:
The key responsibilities of the Cost Research Advisor include conducting research in collaboration with IRC colleagues to refine learning agendas and research questions related to specific interventions. The advisor will perform cost-efficiency and cost-effectiveness analyses, develop and maintain program-specific data sets, and synthesize both internal and external cost evidence to assess program areas' cost-effectiveness. Additionally, the advisor will provide ongoing technical assistance to IRC colleagues and partner organizations, support proposal development to enhance cost-effectiveness, and create user-friendly tools to make evidence more accessible. The advisor will also contribute to reporting efforts, including writing and delivering presentations, and supporting communications staff in disseminating findings.

Required Qualifications:
Candidates for the Cost Research Advisor position should possess a Bachelor's or Master's degree in economics, statistics, public policy, or a related field. A minimum of 3 years of experience is required for those with a Bachelor's degree, while candidates with a Master's degree should have at least 2 years of relevant experience in the humanitarian or development sector. Strong knowledge of cost analysis methodologies, excellent proficiency in spreadsheet-based data analysis, and the ability to interpret complex findings are essential. Candidates should also demonstrate excellent writing and editing skills, experience managing partnerships, and familiarity with donor landscapes in humanitarian aid. Strong interpersonal skills and the ability to work effectively in a remote team environment are also crucial.

Educational Background:
