Job Overview:
The Senior Technical Officer (STO) for Strategic Information (SI) will play a crucial role in the EpiC project, which is a global health initiative funded by the United States Department of State. The project aims to provide high-quality technical support to improve health outcomes in Nigeria, particularly in the areas of Maternal, Newborn, and Child Health (MNCH) and Nutrition. The STO will be responsible for implementing and monitoring strategic information activities, ensuring data quality, and promoting the use of data for decision-making. This position requires a strong focus on data systems and analytics to enhance program performance and support the Bauchi state Ministry of Health in achieving health objectives. The role will involve collaboration with various stakeholders to optimize health information systems and ensure effective program implementation.

Duties and Responsibilities:
The Senior Technical Officer will have a wide range of responsibilities including:
  • Supporting the implementation of Strategic Information (SI) and Monitoring & Evaluation (M&E) activities at state and facility levels.
  • Conducting routine data analysis, visualization, and dissemination to inform program improvements.
  • Developing and utilizing monitoring tools and indicators that align with national guidelines.
  • Ensuring the rollout of project M&E plans and workplans are executed on schedule and meet quality standards.
  • Performing granular analytical analysis of program data to ensure quality assurance and efficient data use.
  • Coordinating routine data quality assurance activities, including data verification and follow-up with facilities.
  • Supporting documentation and dissemination of results and lessons learned.
  • Collaborating with local health authorities to develop innovative management information systems.
  • Performing other duties related to SI/M&E as assigned to support effective program implementation.

Required Qualifications:
Candidates must possess an MSc/MA in Medical Sciences, Public Health, or a related discipline, along with at least 6 years of relevant experience in Strategic Information or Monitoring & Evaluation systems. A minimum of 3 years of progressive experience in health-related fields, particularly within donor-funded public health programs, is required. Familiarity with national and state-level monitoring and evaluation systems is essential, and experience with DHIS2 systems is preferred. Candidates should also have experience working with NGOs and knowledge of Nigeria's health sector.

Educational Background:
The educational requirement for this position includes a Master's degree in Medical Sciences, Public Health, or a related field. This advanced degree should be complemented by substantial experience in relevant areas, particularly in Strategic Information and Monitoring & Evaluation.

Experience:
The position requires a minimum of 6 years of relevant experience, with at least 3 years specifically in Strategic Information or Monitoring & Evaluation within health or behavioral sciences. Experience in implementing Global Health Initiatives, especially in MNCH and Nutrition, is highly desirable. Candidates should have a proven track record of working with health information systems and data management processes.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and for reporting purposes. Knowledge of local languages may be beneficial for community engagement and communication with stakeholders.

Additional Notes:
This position is based in Bauchi, Nigeria, and may require travel within the state, approximately 40% to 50% of the time. The role is full-time and involves working in a typical office environment.
