Job Overview: The Training Programme Coordinator will lead the design and implementation of a 3-day Adaptive Social Protection (ASP) training programme aimed at enhancing the capacity of social protection systems in Uzbekistan. This role involves developing training materials, ensuring the integration of local context and best practices, and delivering training sessions to master trainers and participants from various INSON centres. The coordinator will also be responsible for evaluating the effectiveness of the training and ensuring that it meets the learning outcomes for non-technical audiences. The position requires strong facilitation skills and the ability to tailor complex concepts for diverse groups, ensuring that the training is inclusive and accessible to all stakeholders involved in social protection.
Duties and Responsibilities:
Design and structure a comprehensive 3-day ASP training programme, including expected learning outcomes, session plans, and training materials.
Ensure the training covers key modules related to adaptive social protection and climate change risks in Uzbekistan.
Utilize participatory learning techniques and interactive methods to deliver training effectively.
Integrate inputs from national consultants and stakeholders to contextualize training materials.
Conduct pre- and post-training evaluations to assess participant learning outcomes.
Co-facilitate the Training-of-Trainers (ToT) for master trainers and support national trainers in delivering roll-out trainings across multiple locations.
Provide coaching and quality assurance during training delivery to maintain consistency.
Prepare technical notes summarizing training outcomes and contribute to the final training completion report.
Required Qualifications:
Advanced university degree (Master’s or higher) in social policy, public policy, economics, climate adaptation/DRR, or related fields.
At least 10 years of relevant experience in social protection policy/programming, with expertise in adaptive/shock-responsive social protection.
Proven experience in designing and delivering national-level capacity building programmes and Training-of-Trainers (ToT).
Strong facilitation skills and ability to tailor complex concepts for non-technical audiences.
Experience working with governments and development partners in similar contexts is an asset.
Educational Background: Candidates must possess an advanced university degree (Master’s or higher) in relevant fields such as social policy, public policy, economics, or climate adaptation/disaster risk reduction (DRR). This educational background is essential to ensure a deep understanding of the complexities involved in social protection systems and climate adaptation strategies.
Experience: The position requires a minimum of 10 years of relevant experience in social protection policy and programming. Candidates should have demonstrated expertise in adaptive and shock-responsive social protection, as well as experience in designing and delivering capacity-building programmes at a national level. Familiarity with Training-of-Trainers (ToT) methodologies is crucial, along with strong facilitation skills to engage diverse audiences effectively.
Languages: Fluency in English is mandatory for this position, as all training materials and sessions will be conducted in English. A working knowledge of Russian is considered an asset, as it may facilitate communication with local stakeholders and participants during training sessions.
