Job Overview: The consultant will supervise and provide technical guidance for minor rehabilitation works related to Water, Sanitation, and Hygiene (WASH) and Infection Prevention and Control (IPC) activities in targeted health facilities across Sudan. This role is crucial in enhancing the functionality and resilience of health facilities, which are currently under strain due to public health emergencies such as armed conflict, displacement, and disease outbreaks. The consultancy aims to ensure safe, effective, and climate-resilient health service delivery by implementing necessary interventions in hospitals, Central Public Health Labs, emergency-operation" style="border-bottom: 1px dotted #007bff !important;">Emergency Operation Centers, National Blood Transfusion Centers, and Primary Health Care facilities. The consultant will work closely with various stakeholders, including the Ministry of Health and WHO technical officers, to assess needs, develop plans, and oversee the implementation of rehabilitation works.
Duties and Responsibilities: The consultant will be responsible for conducting needs assessments of targeted health facilities to identify gaps in infrastructure, WASH, and IPC standards. They will develop rehabilitation plans, provide technical support for procurement processes, supervise contractor work, and ensure compliance with social and environmental safeguards. Regular monitoring and reporting on the implementation of hospital plans will also be required, along with the issuance of completion certificates for rehabilitation work. The consultant will collaborate with hospital teams and other stakeholders to ensure quality assurance throughout the project implementation.
Required Qualifications: Candidates must possess a minimum first university degree in civil or architectural engineering or a related field. Essential qualifications include proven experience in project management, infrastructure rehabilitation, and WASH/IPC, along with expertise in preparing tender documents and supervising construction works. Desirable qualifications include experience working with WHO or other UN agencies and knowledge of climate-resilient construction practices.
Educational Background: A minimum first university degree in civil or architectural engineering or a related field is essential for this position. This educational background provides the necessary technical knowledge and skills required for the consultancy role, particularly in the areas of infrastructure rehabilitation and WASH/IPC interventions.
Experience: Candidates should have between 5 to 6 years of relevant experience in project management, infrastructure rehabilitation, and WASH/IPC. This experience should include proven expertise in preparing tender documents and supervising construction works, which are critical for ensuring the successful implementation of rehabilitation projects in health facilities.
Languages: Fluency in written and spoken English and Arabic is essential for this position. Proficiency in these languages is necessary for effective communication with stakeholders, including health facility staff, contractors, and WHO personnel.

The consultant will be based in Sudan and may need to travel to various health facility locations as required.
