Job Overview: The Cash Programming Lead is a pivotal role within Relief International, responsible for providing strategic and technical leadership for cash and market-based programming in Sudan. This position entails overseeing the design, implementation, and quality assurance of multi-purpose cash interventions, ensuring they are protection-sensitive and compliant with donor requirements. The Cash Lead will work closely with various departments, including Programs, MEAL, Finance, and Operations, to ensure effective beneficiary targeting and transfer delivery. The role also involves representing Relief International in relevant coordination platforms and supporting the institutional strengthening of cash capacity within the organization in Sudan.
Duties and Responsibilities:
Lead the design and refinement of multi-purpose cash (MPC) and sector-linked cash interventions, ensuring alignment with organizational strategy and donor requirements.
Conduct market assessments and ensure transfer values align with Minimum Expenditure Basket (MEB) guidance.
Develop targeting criteria and beneficiary selection processes.
Integrate protection, safeguarding, gender, and conflict-sensitivity principles into cash programming.
Update cash Standard Operating Procedures (SOPs) and provide technical guidance to field teams.
Oversee beneficiary registration and verification processes for accuracy and compliance.
Coordinate with Finance for timely fund transfers and audit-ready documentation.
Supervise field-based cash officers and ensure realistic distribution schedules.
Monitor field implementation for adherence to SOPs and quality standards. 1
Identify and resolve operational bottlenecks in cash delivery mechanisms. 1
Establish anti-fraud controls and conduct risk assessments prior to transfer cycles. 1
Ensure complaint mechanisms are accessible and monitored. 1
Work with MEAL to design monitoring tools and analyze findings for program adjustments. 1
Represent Relief International in coordination platforms and ensure alignment with inter-agency guidance. 1
Provide training and mentoring to staff on cash programming principles and compliance requirements.
Required Qualifications:
Bachelor's degree in economics, International Development, Business Administration, Finance, Humanitarian Studies, or related fields.
Minimum 5–7 years of relevant humanitarian experience, with at least 3 years managing cash and market-based programming in complex settings.
Experience designing and implementing multi-purpose cash interventions.
Proven experience with pooled funds or similarly regulated donor environments.
Strong understanding of market-based programming principles and MEB calculations.
Experience developing cash SOPs and fraud mitigation frameworks.
Demonstrated experience in risk management and internal control systems for cash transfers.
Experience in conducting market assessments and Post-Distribution Monitoring (PDM).
Strong analytical skills for interpreting market data.
Educational Background: A Bachelor's degree in relevant fields such as economics, International Development, Business Administration, Finance, or Humanitarian Studies is essential for this position. This educational background provides the necessary foundation for understanding the complexities of cash programming and market-based interventions in humanitarian contexts.
