Job Overview:
The position involves conducting an endline study and final external evaluation of the Political Stabilization project, which aims to foster political stability and reform through confidence building and inclusive dialogue. The contractor will be responsible for assessing the outcomes and impacts of the project, analyzing data collected during the project lifecycle, and providing recommendations for future initiatives. Duties and Responsibilities:
The duties and responsibilities for this position include:
  • Designing the evaluation framework and methodology to assess the Political Stabilization project.
  • Conducting a thorough literature review and analysis of existing project documentation.
  • Developing data collection tools, including surveys and interview guides, to gather relevant information from stakeholders.
  • Engaging with project beneficiaries and stakeholders through interviews, focus groups, and surveys to collect qualitative and quantitative data.
  • Analyzing data collected during the evaluation process to identify trends, successes, and areas for improvement.
  • Preparing a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations.
  • Presenting the evaluation results to UNDP and relevant stakeholders, ensuring clarity and understanding of the findings.
  • Collaborating with UNDP staff and other partners throughout the evaluation process to ensure alignment with project goals and objectives.

Required Qualifications:
The required qualifications for this position include:
  • A Master's degree in social sciences, political science, international development, or a related field.
  • Proven experience in conducting evaluations of development projects, particularly in the area of political stabilization or governance.
  • Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
  • Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
  • Familiarity with UNDP's policies and procedures related to project evaluation and procurement processes is an asset.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as social sciences, political science, international development, or a related discipline. A Ph.D. in a relevant area may be considered an advantage, particularly for candidates with extensive research experience.

Experience:
Candidates should have a minimum of 5 years of professional experience in conducting evaluations of development projects, with a strong focus on political stabilization, governance, or related fields. Experience working in Guinea-Bissau or similar contexts is highly desirable, as it will provide valuable insights into the local political landscape and stakeholder dynamics.

Languages:
Fluency in English is mandatory, as all reports and communications will be conducted in English. Proficiency in Portuguese is highly desirable, given the local context of Guinea-Bissau, and knowledge of any local languages would be an added advantage.

Additional Notes:
This position is for an individual contractor and is expected to be a short-term assignment lasting for 35 working days. The contractor will be required to spend 10 days in Guinea-Bissau for fieldwork. The evaluation is part of a larger project aimed at political stabilization and reform, and the contractor will need to adhere to UNDP's procurement guidelines and reporting requirements. Compensation will be commensurate with experience and qualifications, and the contractor will be responsible for their own travel and accommodation arrangements during the assignment.
