Job Overview: The Human Resources Associate position at UNICEF involves supporting various functions within the Human Resources department, particularly in business partnering, processing entitlements and benefits, recruitment and placement, organization design and job classification, and learning and capacity development. The role requires a proactive approach to employee well-being and recognition, as well as the management of change processes. The associate will be responsible for maintaining personnel records, processing personnel actions, and ensuring compliance with UNICEF's rules and regulations. Additionally, the position involves preparing job advertisements, liaising with candidates, and supporting the recruitment process, including reference checks and background verifications. The associate will also participate in the review of job descriptions and classification requests, analyze staffing trends, and assist in identifying training needs and organizing learning interventions.
Duties and Responsibilities:
Support business partnering by developing initiatives for employee well-being and recognition schemes, advising on changes to HR processes, and assisting in the use of HR systems.
Process entitlements and benefits by analyzing and verifying data on cases that do not conform to UN or UNICEF's HR rules, responding to staff queries, and maintaining personnel records.
Assist in recruitment by preparing job advertisements, liaising with candidates, and managing the recruitment lifecycle.
Participate in organization design and job classification by reviewing job descriptions, drafting submissions for classification, and monitoring the status of requests.
Support learning and capacity development by identifying training needs, researching external training options, and organizing courses and workshops.
Required Qualifications: Candidates must have a minimum of 6 years of progressively responsible administrative or clerical work experience. They should possess extensive knowledge of HR principles, rules, regulations, and procedures within the UN system. Strong computer literacy and proficiency in standard office software tools are essential, along with the ability to extract and format data and solve operational problems. Candidates should demonstrate excellent organizational skills, the ability to set priorities, and meet deadlines. Interpersonal and communication skills are crucial, as the role requires responding to service needs promptly and proactively, demonstrating discretion, and working effectively with diverse individuals.
Educational Background: Completion of secondary education is required, preferably supplemented by technical or university courses related to the work of the organization. Additional qualifications in human resources or related fields are advantageous.
Experience: A minimum of 6 years of progressively responsible administrative or clerical work experience is required for this position. Experience within the UN system or similar international organizations is preferred, as it provides familiarity with the specific HR rules and regulations.
Languages: Fluency in both English and Chinese is required for this position. Proficiency in additional languages may be considered an asset, enhancing communication with diverse stakeholders.
