Job Overview: The consultant will play a crucial role in driving data integration efforts and developing a drought prediction tool that leverages integrated data for effective WASH programming. This position requires collaboration with UNICEF country offices and partners to design and implement demonstration sites for data integration and drought data. The consultant will also ensure technical coherence with UNICEF systems and provide strategic leadership for the integrated solution, focusing on knowledge sharing and evidence generation to support informed decision-making across UNICEF and its partners.
Duties and Responsibilities:
Support the design and implementation of demonstration sites for data integration and drought data.
Develop the integrated approach for the drought prediction tool, building on the data integrator.
Ensure technical coherence with UNICEF systems (ICTD, DPAM, OOI) for both tools.
Provide strategic leadership and coordination for the integrated solution.
Coordinate externally to ensure alignment of the full solution with sector partners.
Manage knowledge documentation and learning processes to foster scaling of solutions across countries.
Required Qualifications:
An advanced degree in modelling, ICTD, service design, systems thinking, communication design, or other relevant fields. A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Advanced technical expertise in digital systems for climate/drought monitoring, including experience with system architecture, open-source platforms, and data governance.
Strong service design and systems thinking background, with at least 3+ years as a service designer/systems thinker and 8+ years overall in relevant digital or design-led disciplines.
Proven experience scaling digital innovations in development contexts, including stakeholder engagement and managing cross-sector digital projects.
Educational Background: Candidates must possess an advanced degree in relevant fields such as modelling, ICTD, service design, systems thinking, or communication design. Alternatively, a first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
Experience: The position requires a minimum of 8 years of overall experience in relevant digital or design-led disciplines, with at least 3 years specifically as a service designer or systems thinker. Experience in scaling digital innovations in development contexts and familiarity with handling, integrating, and interpreting climate, groundwater, or environmental datasets is essential. Additionally, experience working in developing, fragile, or emergency contexts is preferred.
Languages: Fluency in English is mandatory, along with familiarity with tools such as MS Office, PowerPoint, and Power BI. Familiarity with additional languages may be considered an asset but is not explicitly required.
Additional Notes: The consultancy involves travel, including 2 trips from the consultant's home to Copenhagen and trips to Angola and Madagascar, each for five working days. Payment for professional fees will be based on the submission of agreed deliverables, and UNICEF reserves the right to withhold payment if deliverables do not meet required standards. The position is subject to UNICEF's policies regarding medical clearance and vaccination requirements.
