Job Overview: The Director, Finance & Operations will play a critical role in overseeing the financial management and administration of FHI 360 projects in Senegal. This position is responsible for ensuring compliance with both FHI 360 and Department of State financial and accounting procedures, rules, and regulations. The Director will lead the development of budgets, financial reporting, and monitoring of program expenditures while maintaining comprehensive financial filing systems. Additionally, the role involves managing sub-awards and sub-contracts, providing capacity development and technical support to sub-recipients to enhance their grant management systems. The Director will also oversee procurement processes, logistical support for travel, and ensure that all project actions comply with USG and FHI 360 regulations. This position requires close collaboration with various stakeholders, including country, regional, and HQ offices, to ensure the financial health of the project and to prepare necessary reports and deliverables.
Duties and Responsibilities: The Director will be responsible for a wide range of duties including:
Leading budget development and financial reporting processes, monitoring program expenditures, and maintaining financial filing systems.
Conducting revenue forecasting and preparing monthly financial reports for internal analysis.
Overseeing sub-award management and providing technical support to sub-awardees.
Managing contract and grant activities, including oversight of grant staff and contract negotiations.
Reviewing payment requests for accuracy and compliance with FHI 360 policies.
Ensuring compliance with 2 CFR 200 Uniform Guidance and donor-specific regulations.
Overseeing financial transactions in the FHI 360 accounting system and ensuring timely submission of accounting reports.
Collaborating with Business Services to maintain legal status and meet statutory reporting requirements.
Developing procurement plans and overseeing procurement procedures. 1
Leading internal and external audit engagements and implementing corrective action plans. 1
Supporting payroll preparation and related tax payments. 1
Supervising and mentoring a team involved in various operational functions. 1
Building and maintaining relationships with donors and stakeholders.
Required Qualifications: Candidates must possess a Master’s level degree in Accounting, Finance, or a related field, or an equivalent qualification. A Bachelor’s degree with a CPA will also be considered. Professional certification is strongly preferred. Candidates should have a minimum of twelve years of experience in accounting, operations, and financial management of large-scale international development assistance programs, with at least six years in a senior leadership role. Relevant experience with financial analysis, reporting, and budget development is essential, particularly in the context of international health projects. Familiarity with USG cost principles and grants management is also required. Candidates should demonstrate experience in developing and managing large budgets and implementing finance and administrative policies.
Educational Background: A Master’s degree in Accounting, Finance, or a related field is required. A Bachelor’s degree with a CPA is acceptable. Professional certifications in finance or accounting are highly desirable and will enhance a candidate's profile.
Experience: The position requires a minimum of twelve years of relevant experience in accounting, operations, and financial management, particularly within large-scale international development programs. At least six years of this experience should be in a senior leadership role. Candidates with a combination of education and experience, including a relevant master's degree or PhD, may also be considered.
Languages: Fluency in both French and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is a national fixed-term contract based in Dakar, Senegal. Preference will be given to Senegalese national candidates. The role involves full-time engagement and may require travel within the country or internationally as needed.
