Job Overview:
The Electric Mobility & EV Charging Infrastructure Technical Expert will play a crucial role in supporting the development of Nigeria's e-mobility ecosystem under the National Electric Mobility Program (NESP III). This position involves leading the preparation of guidelines and technical standards for electric vehicle (EV) charging stations, as well as developing an e-mobility framework aimed at promoting the adoption of e-mobility solutions in Nigeria. The expert will collaborate closely with the National Automotive Design and Development Council (NADDC) and various state governments to ensure that the e-mobility initiatives align with national goals and international best practices. The role requires a deep understanding of the technical, regulatory, and market dynamics of the electric mobility sector, as well as the ability to engage effectively with a wide range of stakeholders, including government agencies, private sector actors, and community organizations.

Duties and Responsibilities:
The key responsibilities of the Electric Mobility & EV Charging Infrastructure Technical Expert include leading the development of EV charging station guidelines and technical standards, ensuring alignment with intermittent renewable energy sources integrated into the grid. The expert will provide technical inputs for e-mobility frameworks, conduct technical due diligence on EV-related proposals, and support stakeholder consultations with NADDC, state governments, and private sector actors. Additionally, the expert will deliver capacity-building sessions on EV charging technologies and standards, prepare technical specifications and tender documents for EV charging infrastructure, and develop planning tools for EV infrastructure that integrate load forecasting models and site selection criteria. The role also involves contributing to the design of pilot EV charging corridors and providing advisory support on business models for EV charging, including public-private partnerships and tariff structures. The expert will be responsible for consolidating knowledge and best practices in an e-mobility knowledge hub for future use in NESP.

Required Qualifications:
Candidates must possess a Master’s degree (or equivalent) in Electrical Engineering, Renewable Energy Engineering, Power Systems Engineering, or a related field. A strong command of English at a C1 level (CEFR) is required. The ideal candidate will have at least 12 years of experience in the energy sector, with a minimum of 8 years specifically focused on EV regulations, EV charging infrastructure, and e-mobility technical standards. Demonstrated experience in preparing technical guidelines, codes, or regulatory instruments is essential, as is proficiency in using GIS tools for site identification and planning. International experience in at least two countries with economies in transition outside West Africa is required, along with at least 5 years of professional experience in West Africa, including a minimum of 1 year in Nigeria. Candidates should also have experience working on development cooperation projects.

Educational Background:
A Master’s degree (or equivalent) in a relevant field such as Electrical Engineering, Renewable Energy Engineering, or Power Systems Engineering is mandatory for this position. This educational background provides the necessary technical foundation to understand the complexities of electric mobility and charging infrastructure.

Experience:
The position requires a substantial level of experience, specifically at least 12 years in the energy sector, with a focus on electric mobility. Candidates should have a minimum of 8 years of experience in areas related to EV regulations, EV charging infrastructure, and technical standards. Additionally, international experience in at least two countries with economies in transition outside of West Africa is essential, along with regional experience of at least 5 years in West Africa, including a minimum of 1 year in Nigeria. Experience working on development cooperation projects is also required, highlighting the need for a candidate who is well-versed in the challenges and opportunities present in the energy sector.

Languages:
A strong command of English at a C1 level (CEFR) is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the regions where the candidate will be working or engaging with stakeholders.

Additional Notes:
The position is based in Africa and requires up to 40% travel to support country programs, which may include travel to insecure locations with limited amenities.
