Job Overview:
The Analyst position is integral to the EBRD's operations in Kazakhstan and Central Asia, focusing on donor-funded technical cooperation and capital grant activities. The role involves close collaboration with senior bankers to ensure the effective preparation, implementation, and monitoring of projects. The Analyst will be responsible for ensuring compliance with donor and internal approval requirements, particularly in relation to grant and loan-funded activities. This position requires a proactive approach to project implementation, monitoring, and stakeholder engagement, ensuring that all activities align with the strategic objectives of the EBRD and its donors. The Analyst will also contribute to the structuring and design of new business initiatives that involve grant funding, thereby playing a crucial role in the overall success of the projects.

Duties and Responsibilities:
The Analyst will undertake a variety of responsibilities under the guidance of a senior banker, including:
  • Collaborating as a project team member on transactions involving donor funding, contributing to project structuring, implementation, and monitoring.
  • Assisting in the design and processing of technical cooperation assignments, including preparing Terms of Reference and ensuring internal approval of documentation.
  • Supporting clients through the tendering process related to donor-supported investment projects or policy dialogue initiatives.
  • Monitoring the implementation of grant-funded components, ensuring compliance with donor requirements, and preparing necessary reports.
  • Engaging in donor visibility and communication activities, as well as local outreach and stakeholder engagement.
  • Coordinating activities of international and local consulting firms involved in project-related technical cooperation.
  • Facilitating timely submission of reports and data from borrowers to meet the Bank's reporting covenants.
  • Ensuring adherence to EBRD's Environmental and Social Policy and assisting in the implementation of Environmental and Social Action Plans.
  • Identifying and advising on emerging problems that could jeopardize project objectives, including contractual, technical, or financial issues.

Required Qualifications:
Candidates must possess a Bachelor’s degree from a leading university, with a Master’s degree preferred or equivalent experience in relevant fields. Professional qualifications such as ACA, CFA, ACCA, or CIMA are desirable. Candidates should have relevant work experience in a merchant/investment bank, commercial institution, public institution, or development bank, particularly in roles closely associated with EBRD operations. Exposure to energy projects and understanding of sector specifics and regulations are also desirable. Candidates should demonstrate strong credit analysis skills, the ability to interpret financial information, and proficiency in quantitative/numerical skills. Effective communication skills with senior government officials and the ability to work under pressure are essential.

Educational Background:
The educational background required for this position includes a Bachelor’s degree from a reputable university, with a preference for candidates holding a Master’s degree or equivalent experience in relevant areas. Professional qualifications such as ACA, CFA, ACCA, or CIMA are considered advantageous and reflect a commitment to professional development in finance and investment.

Experience:
The position requires relevant work experience in sectors related to infrastructure, particularly energy, and environmental technical cooperation. Candidates should have experience working on energy projects in Central Asia, with a thorough understanding of the energy market in Kazakhstan and the region. Experience in dealing with entities in emerging markets, where legal and regulatory frameworks may be weak, is also important. Familiarity with international donor institutions and their strategic objectives is desirable, as is experience in credit analysis and financial modeling.

Languages:
Proficiency in English is mandatory, with very good written and oral communication skills required. Additionally, candidates should possess regional language capabilities, including Russian, Kazakh, Kyrgyz, Uzbek, and/or Tajik, which will enhance relationship-building and project implementation efforts.

Additional Notes:
This position is a fixed-term contract for a duration of 2 years. The role is based in Almaty, Kazakhstan, and may require extensive travel within Central Asia.
