Canada has been an ASEAN dialogue partner since 1977, and in September 2023, a Strategic Partnership was announced to enhance collaboration across political-security" style="border-bottom: 1px dotted #007bff !important;">security, economic, and socio-cultural pillars. The ASEAN-Canada Trust Fund, established in 2023 with a budget of CAD $11.7 million, aims to support projects that address development gaps among ASEAN Member States and align with the ASEAN-Canada Plan of Action and ASEAN’s Community Vision 204
  • The Programme Management Team (PMT) based in the ASEAN Secretariat will oversee the effective utilization of this fund, which includes a Programme Manager and Programme Officer.

Job Overview:
The Programme Manager position is a senior officer-level role responsible for the daily management and implementation of the ASEAN-Canada Trust Fund. This position plays a crucial role in ensuring that the fund is utilized effectively to support projects that promote cooperation between ASEAN and Canada. The Programme Manager will report to the ASEAN Secretariat ERD3 and will be tasked with overseeing the Programme Management Team (PMT). The role requires a strategic approach to project management, including the development of work plans that align with the strategic objectives of the ASEAN-Canada Plan of Action. The Programme Manager will also be responsible for maintaining operational standards and providing technical assistance to project proponents, ensuring compliance with financial policies and reporting requirements. This position is pivotal in fostering collaboration among ASEAN Member States and stakeholders, and in promoting the visibility of the ASEAN-Canada Trust Fund.

Duties and Responsibilities:
The Programme Manager will have a comprehensive set of responsibilities, including: managing the operations of the ASEAN-Canada Trust Fund, overseeing project monitoring for risks, timelines, and outcomes; ensuring efficient allocation of resources; supervising the Programme Officer; acting as the primary contact for information regarding the Trust Fund; preparing high-level work plans that outline priority sectors and goals; developing and maintaining the Trust Fund Manual; providing technical assistance to project proponents; monitoring project developments to ensure compliance with financial policies; reviewing and submitting financial and narrative progress reports; developing outreach strategies to raise awareness of the Trust Fund; and engaging with various stakeholders to provide updates on implementation and attend relevant meetings.

Required Qualifications:
Candidates must be ASEAN nationals with an advanced degree (Master’s or equivalent) in Development Studies or a relevant policy area, along with at least three years of relevant work experience. Alternatively, a Bachelor’s degree in a relevant field with five years of qualifying work experience may be considered. Candidates should demonstrate proven experience in Official Development Assistance (ODA) programme/project formulation, planning, implementation, and financial management. Knowledge of Result-Based Management programming is advantageous, as is a solid understanding of international and regional issues, particularly related to ASEAN programmes and activities. Familiarity with ASEAN-Canada strategic relations is also beneficial. High-level interpersonal, negotiation, and communication skills are essential, along with the ability to work effectively in a team environment and maintain strong relationships with various stakeholders.

Educational Background:
The educational background required for this position includes an advanced degree, preferably a Master’s degree in Development Studies or a related policy area. Candidates with a Bachelor’s degree in relevant disciplines may also be considered if they possess sufficient work experience. The educational qualifications should equip candidates with the necessary knowledge and skills to manage complex projects and engage with diverse stakeholders effectively.

Experience:
Candidates should have a minimum of three years of relevant working experience in project management, particularly in the context of development assistance. Experience in supervising teams and managing projects in a cross-cultural environment is highly desirable. Proven ability to work collaboratively in a small team setting and to share information and workloads is essential. Candidates should also demonstrate strategic analytical skills and the ability to produce clear and concise reports with actionable recommendations.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Proficiency in additional languages relevant to ASEAN member states may be considered an asset, enhancing the ability to communicate effectively with diverse stakeholders.

Additional Notes:
The successful candidate will be offered an attractive lump-sum remuneration package that reflects their experience and qualifications. The initial contract will be for three years, subject to a six-month probation period, with the possibility of renewal based on agreement between the ASEAN Secretariat and ASEAN Member States. This position is full-time and may involve international collaboration and engagement with various stakeholders across the ASEAN region.
