Job Overview: The Senior Human Resources Manager at CARE Somalia is a pivotal leadership role that encompasses both strategic and operational responsibilities within the HR function. This position is crucial for delivering high-quality HR services that align with the organizational priorities of CARE. The Senior HR Manager will also lead and mentor the HR team, fostering a culture of accountability, collaboration, and excellence while ensuring efficient HR service delivery.
Duties and Responsibilities:
Serve as a trusted HR advisor to the Country Director and Senior Management Team, providing strategic guidance on workforce planning, talent management, and organizational effectiveness.
Analyze workforce trends, identify talent risks and gaps, and provide data-driven recommendations to support strategic decision-making.
Ensure HR policies and practices align with CARE’s global standards and organizational strategy.
Oversee HR operations including contracts, payroll, benefits administration, and staff records, ensuring compliance with Somali labor law, CARE policies, and donor requirements.
Maintain effective HR systems to track employee data, performance, leave, and learning.
Manage employee relations, disciplinary processes, and grievance handling in a fair, consistent, and compliant manner.
Support organizational change initiatives, ensuring smooth implementation of HR processes and structures.
Lead, supervise, and mentor the HR team, ensuring strong performance, professional growth, and accountability. 1

Required Qualifications: The ideal candidate for the Senior Human Resources Manager position should possess a strong background in human resources management, with a focus on strategic HR leadership and operational oversight. Strong analytical skills and the ability to leverage workforce data for decision-making are essential. Experience: The position requires significant experience in human resources management, ideally with at least 5-7 years of progressive HR experience in a leadership role. Experience working in the humanitarian sector or in a complex, multi-cultural environment is highly preferred. Candidates should have a demonstrated ability to lead HR teams and manage HR operations effectively, with a focus on strategic planning and execution.
Languages: Fluency in English is mandatory, as it is the primary language of communication within the organization. Proficiency in Somali is highly desirable, as it will facilitate better engagement with local staff and stakeholders. Knowledge of other languages spoken in the region may also be beneficial.
Additional Notes: This position is a full-time role based in Somalia, and CARE strongly encourages applications from qualified Somali nationals. The organization will prioritize hiring on a local contract for this role, and East African Region and International candidates will only be considered if a suitable local candidate cannot be identified.
