Job Overview: The position of Consultant Specialist in Project/Program Evaluation is designed for professionals who will engage in assessing the effectiveness and impact of various projects and programs implemented by UNDP in Haiti. The consultant will be expected to conduct thorough evaluations, analyze data, and provide actionable recommendations based on their findings. This role requires a deep understanding of evaluation methodologies and the ability to apply them in a practical context. The consultant will work closely with project teams and stakeholders to ensure that evaluations are aligned with UNDP's strategic objectives and contribute to the overall mission of enhancing development outcomes in Haiti. The consultant will also be responsible for preparing comprehensive evaluation reports that detail the findings and suggest improvements for future initiatives.
Duties and Responsibilities: The Consultant Specialist will be responsible for the following duties and responsibilities:
Conducting evaluations of ongoing and completed projects/programs to assess their relevance, effectiveness, efficiency, impact, and sustainability.
Developing evaluation frameworks and methodologies tailored to specific projects, ensuring alignment with UNDP's evaluation standards.
Collecting and analyzing qualitative and quantitative data from various sources, including project documentation, stakeholder interviews, and field visits.
Collaborating with project teams to gather insights and feedback throughout the evaluation process.
Preparing detailed evaluation reports that summarize findings, conclusions, and recommendations for improvement.
Presenting evaluation results to stakeholders, including UNDP management and project partners, to facilitate learning and decision-making.
Ensuring that evaluations are conducted in a participatory manner, engaging relevant stakeholders in the process.
Providing capacity-building support to project teams on evaluation practices and methodologies as needed.
Required Qualifications: Candidates must possess the following qualifications:
A master's degree in a relevant field such as social sciences, development studies, evaluation, or a related discipline.
Proven experience in conducting evaluations of development projects/programs, preferably within the UN system or similar international organizations.
Strong analytical skills with the ability to synthesize complex information and present it clearly.
Familiarity with evaluation standards and methodologies, including both qualitative and quantitative approaches.
Excellent communication skills, both written and verbal, in French and English.
Demonstrated ability to work collaboratively with diverse teams and stakeholders.
Educational Background: The educational background required for this position includes a master's degree in social sciences, development studies, evaluation, or a related field. Candidates with a Ph.D. in a relevant discipline may be given preference. Additional certifications in evaluation or project management will be considered an asset.
Experience: Candidates should have a minimum of 5 years of professional experience in the field of project/program evaluation, with a strong track record of successfully conducting evaluations in a development context. Experience working with UN agencies or international organizations is highly desirable. The consultant should also have experience in managing evaluation processes from inception to completion, including the development of evaluation plans, data collection, analysis, and reporting.
Languages: Fluency in French is mandatory, as the evaluations will be conducted in a French-speaking context. Proficiency in English is also required, as reports and communications may need to be prepared in English. Knowledge of additional languages spoken in Haiti would be considered an advantage.
Additional Notes: This position is offered as a consultancy under the Individual Contractor (IC) procurement process. The contract duration and specific terms will be discussed with selected candidates. The consultant is expected to work on a full-time basis during the evaluation period, which will be defined in the contract. Compensation will be commensurate with experience and in line with UNDP's guidelines for consultancy fees. The position is open to both national and international candidates.
