Job Overview:
The Emergency Coordinator is responsible for managing and providing technical oversight for the development and implementation of the Country Program’s emergency response and early recovery programming in Tawila, North Darfur. This role is critical in ensuring that effective systems and processes are in place to support high-quality programming that aligns with Catholic Relief Services’ (CRS) mission of serving the poor and vulnerable. The Emergency Coordinator will leverage their knowledge and skills in emergency programming, alongside strong leadership and coordination abilities, to deliver high-quality emergency assistance that adheres to CRS program quality standards and humanitarian best practices. The position requires constant evaluation and improvement of the impact of assistance provided to those in need, ensuring that all interventions are responsive to the evolving humanitarian crisis in the region.

Duties and Responsibilities:
The Emergency Coordinator will work closely with the Country Program Senior Management Team, Tawila Program Team, and Emergency Technical Advisors to manage the planning, strategy, and implementation of all emergency response and recovery activities. Responsibilities include ensuring compliance with CRS quality standards, donor requirements, and national and international standards. The coordinator will oversee the integration of program components with ongoing Country Program activities, ensuring staff safety and security" style="border-bottom: 1px dotted #007bff !important;">security. Key duties include managing talent and supervising team dynamics, providing coaching, contributing to recruitment processes, and conducting performance management for direct reports. The role also involves promoting Monitoring, Evaluation, Accountability, and Learning (MEAL) practices, leading program/project reviews, and documenting best practices and lessons learned. The Emergency Coordinator will represent CRS in collaborations with donors, INGO sectoral working groups, the UN, and local government and community actors to stay informed about changing needs and opportunities. Additionally, the coordinator will serve as the technical lead for emergency proposals, contribute to budgeting and staffing plans, identify capacity-building needs, and ensure timely project expenditures in line with financial plans.

Required Qualifications:
Candidates must possess a Bachelor’s Degree in International Development, International Relations, or a related field. Additional relevant experience may substitute for some educational requirements. A minimum of 8 years of field-based project management experience is required, with at least 3 years in relevant program areas. Experience in managing moderately complex projects is essential. Preferred qualifications include experience with emergency proposals and strategy design, familiarity with the policies and procedures of USG, DFID, UN agencies, and Caritas agencies, as well as experience working in high-risk, complex operating environments and implementing large-scale cash and/or in-kind programming.

Educational Background:
The position requires a Bachelor’s Degree in International Development, International Relations, or a related field. Candidates with additional relevant experience may be considered in lieu of formal education. A strong educational background in emergency response, humanitarian assistance, or related disciplines is preferred, as it provides the foundational knowledge necessary for effective program management in challenging environments.

Experience:
The Emergency Coordinator should have a minimum of 8 years of relevant field-based project management experience, with a strong preference for candidates who have at least 3 years of experience specifically in emergency programming or related areas. This experience should include managing moderately complex projects and a demonstrated ability to work effectively in high-risk and complex operating environments. Familiarity with emergency response strategies and the ability to implement large-scale programming are highly valued.

Languages:
Fluency in English is required for this position, as it is the primary language of communication within the organization and with international partners. Knowledge of Arabic is preferred, as it will facilitate communication with local stakeholders and enhance the effectiveness of program implementation in the region.

Additional Notes:
The position is based in Tawila, with the possibility of relocation depending on the security situation. The Emergency Coordinator must be willing to travel up to 50% of the time to various project locations in Darfur. This role includes supervisory responsibilities and is expected to adhere to CRS's Code of Conduct, which emphasizes safeguarding and protecting the rights and dignity of all individuals, particularly vulnerable populations.
