Job Overview: The Finance and Administration Officer plays a crucial role in overseeing all aspects of administrative support within the organization. This position is responsible for ensuring efficient operations and procedures while addressing daily financial issues. The officer will process transactions and maintain accurate records in the standardized DRC cashbook. Key functions include conducting internal program audits, ensuring financial compliance, and performing monthly financial analyses. The role requires a proactive approach to managing financial transactions, maintaining accurate records, and supporting the Finance Manager in various financial tasks. The officer will also be involved in liaising with banks, managing petty cash, and ensuring that all financial activities adhere to DRC's policies and national laws. This position is vital for maintaining the financial integrity of DRC's operations in Libya.
Duties and Responsibilities: The Finance and Administration Officer will be responsible for a comprehensive set of duties, including but not limited to:
Finance Management: Overseeing bank and cash transactions, ensuring timely payments in accordance with DRC forms and national laws.
Documentation: Verifying that all transactions are supported by proper documentation and obtaining necessary authorizations before releasing payments.
Cash Management: Monitoring bank balances, updating cashbooks daily, managing petty cash, and performing regular cash counts.
Financial Reporting: Preparing monthly tax declarations, maintaining project and donor contacts, and supporting the preparation of annual financial statements.
Record Keeping: Establishing and reconciling the general ledger, ensuring timely entry of expenses into DRC Dynamics, and conducting monthly account closures.
Vendor and Staff Payments: Ensuring timely payments to vendors and staff, maintaining compliance with financial regulations.
Filing and Archiving: Maintaining proper filing systems for financial documentation, both hard and soft copies.
Administrative Support: Coordinating travel arrangements for staff, preparing payroll and staff payslips, and handling HR-related documentation.
Collaboration: Working closely with the Finance Manager and HR Coordinator to ensure smooth operations and compliance with organizational policies.
Required Qualifications: To be considered for this position, candidates must possess the following qualifications:
Strong written and mathematical skills, with a solid understanding of financial principles.
Proficiency in computer skills, particularly in financial software and Microsoft Office applications.
Experience managing and handling cash, with a proven track record in financial roles.
Familiarity with working in UN or Non-Governmental organizations, demonstrating an understanding of the humanitarian sector.
Strong organizational skills, with the ability to prioritize tasks in a dynamic environment.
Excellent communication skills, both verbal and written, with the ability to work collaboratively in a team setting.
Ability to work independently and demonstrate initiative in problem-solving.
Educational Background: Candidates must have a relevant university degree in Finance, Accounting, or a similar field of study. This educational background is essential for understanding the complexities of financial management and compliance within the humanitarian context.
Experience: A minimum of three (3) years of experience in a similar position is required. This experience should include financial management, administrative support, and familiarity with the operations of NGOs or humanitarian organizations. Candidates should demonstrate a history of successfully managing financial transactions and maintaining compliance with relevant regulations.
Languages: Fluency in spoken and written English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the organization and with external stakeholders.
