Job Overview:
The National Municipal Technical Officer position is part of the Urban Ecosystem-based Adaptation for Climate-resilient Development in the Kathmandu Valley project. This role is crucial for integrating equitable and resilient urban planning and design into municipal processes. The project aims to enhance the resilience of communities against climate change impacts such as flooding, landslides, and drought. The officer will work closely with municipalities to mainstream Ecosystem-based Adaptation (EbA) into planning frameworks and budgeting processes, directly benefiting over 82,400 people in targeted wards. The position requires collaboration with various stakeholders to develop projects that incorporate nature-based solutions, ultimately contributing to the long-term sustainability and resilience of urban environments in the Kathmandu Valley.

Duties and Responsibilities:
The National Municipal Technical Officer will undertake a variety of tasks, including assessing existing municipal policies and budgets to identify opportunities for implementing EbA/NbS. The officer will conduct consultative meetings with stakeholders to gather resources and identify gaps, support Climate Risk Vulnerability Assessments, and assist in developing technical designs for rainwater harvesting systems. Responsibilities also include drafting implementation standards for EbA/NbS, mainstreaming these approaches into municipal planning, and supporting the Urban EbA Project Management Unit with logistics for training and workshops. The officer will collate information on climate hazards, contribute to impact documentation, and prepare reports and presentations related to the project. Additionally, the officer is expected to engage in community volunteerism and promote the UN Volunteers programme.

Required Qualifications:
Candidates must demonstrate a strong understanding of urban planning and environmental sustainability principles. They should possess excellent analytical and problem-solving skills, with the ability to assess and interpret complex data related to climate risks and urban development. Strong interpersonal and communication skills are essential for engaging with diverse stakeholders, including government officials, community members, and private sector representatives. The ability to work collaboratively in a multi-cultural environment and adapt to changing circumstances is also crucial. Candidates should exhibit professionalism, integrity, and a commitment to the values of the United Nations.

Educational Background:
A bachelor's degree in urban planning, environmental science, or a related field is required. A master's degree in a relevant discipline is preferred and may enhance the candidate's competitiveness. Educational qualifications should reflect a strong foundation in sustainable development practices, urban ecology, and community engagement methodologies.

Experience:
Candidates should have at least 2-3 years of professional experience in urban planning, environmental management, or related fields. Experience working with local governments or international organizations on climate adaptation projects is highly desirable. Familiarity with Ecosystem-based Adaptation and nature-based solutions will be considered an asset. The ability to demonstrate successful project management and stakeholder engagement in previous roles will strengthen the application.

Languages:
Fluency in English is mandatory, both spoken and written. Proficiency in Nepali is also required to effectively communicate with local stakeholders. Knowledge of additional languages relevant to the local context may be advantageous but is not mandatory.

This position is a full-time role based within the municipality office in Nepal. The successful candidate will be expected to engage actively with local governance structures and communities. The role may involve travel within the Kathmandu Valley and requires a commitment to living and working in a culturally diverse environment.
